KSA Intensifies Crackdown on Unlicensed Gambling Apps in the Netherlands

In early 2025, the Dutch gambling authority Kansspelautoriteit (KSA) ramped up enforcement against illegal gambling apps. Within just three months, 20 unauthorized apps were removed from major app platforms. This marks a stronger regulatory stance aimed at protecting users and maintaining the integrity of the licensed gambling market.

Illegal Apps Mimic Casual Games to Bypass Oversight

Many of the removed apps disguised themselves as harmless entertainment games. One common tactic involved using formats like “Plinko,” which appear benign at first glance. However, after installation, these apps redirected users to unlicensed gambling websites—often without disclosing their true purpose.

This approach blurs the line between legitimate gaming and unregulated gambling. As a result, it becomes more difficult for users and regulators to distinguish between the two.

Misleading Branding Adds to the Confusion

Some apps falsely displayed logos of legal operators, including one that used the Holland Casino brand without permission. This type of misrepresentation misleads users and damages trust in the regulated market.

The KSA has flagged these deceptive tactics as particularly dangerous, as many consumers rely on familiar branding when choosing what to download.

Social Media Fuels Illegal Gambling Promotion

Many of these apps gained visibility through social media, where advertising rules are harder to enforce. By using targeted campaigns, unlicensed operators reach users without going through regulated marketing channels. This method allows them to avoid scrutiny while still attracting attention.

To combat this, KSA encourages users to report suspicious apps by name. Clear identification helps authorities build stronger cases for removal.

Industry Cooperation Strengthens Reporting Channels

Alongside public reports, the KSA also receives submissions from licensed operators and trade groups. One important tool in this effort is Meld Vals Spel, a platform launched by NOGA and VNLOK in late 2024. It allows stakeholders to report unlicensed gambling apps and websites, enabling faster response from regulators.

By working together, the industry and authorities can more efficiently target illegal operators and protect consumers.

Regulatory Imbalance Threatens Market Stability

Unlicensed apps not only violate local laws—they also undercut regulated businesses. Licensed operators follow strict rules on age checks, financial transparency, and responsible gambling. Illegal platforms ignore these standards, creating an uneven playing field.

This imbalance poses a long-term threat. If illegal apps continue to attract users, the regulated market may lose ground despite its higher standards.
