Curaçao Gambling Bill Ends the Master-Licence Era

Curaçao has spent decades as the easiest place in the world to get an online gambling licence. That changed this week. Parliament has approved the National Ordinance for Games of Chance, known locally as the LOK. The Curaçao gambling bill tears up the old master-licence system and replaces it with direct, individually vetted permits from the Curaçao Gaming Authority.

For an industry that has leaned on Curaçao’s light-touch reputation for years, the Curaçao gambling bill is not a minor tweak. It is a structural overhaul.

Since the late 1990s, Curaçao issued just four master licences. Those four holders then sold thousands of sub-licences to operators around the world, often with minimal vetting attached. That model built the island’s reputation as a fast, cheap entry point into online gambling. It also built a reputation problem. Several Curaçao-linked sites landed on European grey lists in 2023 over weak anti-money-laundering controls.

The new law closes that gap. Every operator, along with its critical suppliers, must now apply directly to the Curaçao Gaming Authority instead of buying access through a master holder.

What the Curaçao Gambling Bill Now Requires

The application bar has risen sharply under the Curaçao gambling bill. Operators must submit full ownership charts, source-of-funds documentation, and proof of a local compliance officer on staff. None of that was required under the old sub-licensing arrangement.

Fees have changed shape too. A flat annual charge of NAƒ 48,000, roughly US$27,000, now replaces the negotiated sub-licence fees that master holders used to set on their own terms. Finance Minister Javier Silvania said the reform gives Curaçao “the same regulatory weight as Malta or Gibraltar while keeping the door open for serious businesses.” The ministry expects licensing revenue to double within the first full fiscal year.

Banks Pushed Hard for This

Payment processors did not stay quiet during this process. Banking partners have lobbied for clearer KYC and anti-money-laundering standards since the 2023 grey-listing episode. One compliance director at a major payment aggregator said the Curaçao gambling bill removes the last excuse for blocking Curaçao-linked traffic once audited reports start coming in.

That matters because payment access has long been one of the biggest headaches for Curaçao-licensed operators. Banks and card networks have treated the jurisdiction with caution, and transactions have been rejected or delayed as a result. A cleaner compliance record could ease that friction significantly.

Crypto Casinos Face a Higher Bar

The Curaçao gambling bill also reclassifies cryptocurrency wallets as high-risk payment instruments. Any operator accepting Bitcoin or stablecoins must now submit on-chain monitoring reports every quarter. Smaller crypto-focused casinos may struggle to absorb that overhead. Larger brands could actually benefit, because heavier compliance tends to make operators more attractive to traditional investors.

How Curaçao Now Compares to Malta

The comparison to Europe’s established markets is not accidental. The Curaçao gambling bill puts cost and structure head-to-head with Malta’s regime. Malta’s MGA licence bundles B2C and B2B permissions together. Curaçao splits them instead, requiring critical suppliers to secure their own separate approval. Consultants tracking the reform argue that separation could speed up investigations, since a single vendor causing a problem would not automatically implicate the operator itself.

Cost still favors Curaçao. Malta’s annual fees run between €25,000 and €35,000, plus a sliding gaming tax on top. Curaçao’s flat NAƒ 48,000 fee works out to roughly €24,000, with no turnover tax announced so far. That gap should keep the jurisdiction attractive to newer operators, provided they can clear the tougher identity-verification and capital requirements now baked into the law.

A Wider Regional Shift

Curaçao is not acting in isolation. Suriname and St. Maarten are drafting their own regulatory updates and may borrow directly from the LOK framework. Dutch officials maintain constitutional ties to Curaçao. They reportedly view consistent enforcement as a prerequisite for any future mutual-recognition arrangement covering payments and dispute handling across the EU and CARICOM.

What Comes Next

Under the Curaçao gambling bill, the Curaçao Gaming Authority will open an online portal for initial documentation in July 2026. The first batch of direct licences is expected before the end of the year. Existing sub-licensees are working against a firm deadline to migrate or exit. Operators who miss it risk payment blacklisting and domain seizures.

The bigger picture is straightforward, even if the paperwork is not. Costs are rising, and so is the compliance workload. But access to mainstream banking and advertising channels has real value. Operators who treat the Curaçao gambling bill as an opportunity rather than an obstacle stand to come out ahead. The bill has already ended one era. What it builds next depends on how many operators are willing to meet the new standard.
