Arabic Language Online Casinos

Arabic is read by more than 400 million people every day, yet only a couple of dozen casinos we track bother to offer it. That is not hard to explain. In most countries where Arabic is the main language, gambling is simply illegal, so an Arabic lobby is either aimed at a very small legal audience or at players who should not be there at all.

We would rather say that plainly. This guide sets out where the law says no, the few places where things have started to move, and what an Arabic speaker in Paris, Rotterdam or London should check in an Arabic version.

Below is every casino from our database that runs an Arabic version, and the list stays the same wherever you connect from. A place on it says nothing about whether that casino may legally take you on. If you live where online gambling is banned, none of them is an option, and everyone else should check the licence rules at home first.

Is it legal to play at an Arabic language online casino?

The language has nothing to do with it. Your country of residence does. Gambling is illegal in Saudi Arabia, Qatar, Kuwait and most other Arabic speaking countries, so residents there cannot legally play anywhere. The UAE licensed its first online gaming site in November 2025, only for players physically in the country. Arabic speakers in Europe follow local rules, which in the UK or the Netherlands means a locally licensed casino.

One Written Language, Many Spoken Ones

UNESCO puts the number of people using Arabic daily at more than 400 million, and the 22 members of the Arab League stretch from Morocco on the Atlantic to Oman on the Arabian Sea.

In practice it splits in two. Written Arabic is Modern Standard Arabic, al-fuṣḥā (الفصحى), the same in a Rabat newspaper and a Dubai banking app. Spoken Arabic is a family of dialects, Egyptian, Levantine, Gulf, Iraqi and Maghrebi among them, and a Moroccan and an Iraqi talking in their home dialects can genuinely struggle to follow each other.

For a casino that is handy. Terms, cashier and menus belong in Modern Standard Arabic, which every literate reader understands. Dialect only really matters in live chat, because hardly anyone types to support in formal newspaper Arabic.

Across Most of the Arab World the Answer Is No

Saudi Arabia, Qatar and Kuwait treat gambling as a crime, and that covers a slot on a phone just as much as a card game in a back room. Saudi Arabia also blocks gambling sites. If you live in one of these countries, no casino on our list is a legal option for you, and we will not suggest ways around the blocks.

Qatar writes the player’s penalty into the Penal Code

Under Law No. 11 of 2004, Articles 274 and 275, gambling can bring three months in prison and a fine of QAR 3,000 (roughly EUR 700). Doing it in public doubles both, to six months and QAR 6,000 (about EUR 1,400).

Kuwait’s courts hand out years, not warnings

In June 2026 three men behind an illegal online gambling network in Kuwait were each sentenced to seven years, with fines of around KWD 16.8 million (about EUR 47 million) between them. Enforcement across the Gulf is getting tighter, not looser.

The Emirates Opened One Narrow Door

The United Arab Emirates is the exception everybody asks about. The federal General Commercial Gaming Regulatory Authority, the GCGRA, was set up in September 2023. Its first licence went to The Game LLC for the UAE Lottery in July 2024. In October 2024 Wynn Resorts announced a licence for its casino resort on Al Marjan Island in Ras Al Khaimah, which is expected to open in 2027.

Online came later. At the end of November 2025 the GCGRA listed Coin Technology Projects, the Abu Dhabi company behind Play971, for internet gaming and sports wagering. The conditions are strict: you must be 21 or over, physically inside the UAE and verified with an Emirates ID, and using a VPN forfeits winnings.

None of this makes offshore sites legal. The GCGRA says plainly that playing with operators it has not licensed is illegal. For someone living in Dubai or Sharjah, an offshore Arabic lobby stays off limits.

Egypt, Lebanon and the Maghreb at a Glance

Further west the wording differs, but for online casino play the result is much the same. This is where things stood in October 2026.

Country What is legal today Online casino for residents
Egypt State lottery; land casinos for non-Egyptians only, in foreign currency No licensing route; betting apps are being blocked
Lebanon Casino du Liban monopoly, online through Betarabia Only the monopoly platform, whose operator has been under investigation since 2025
Morocco MDJS monopoly on sports betting, online included Not allowed for casino games
Tunisia Promosport sports betting No framework; a 2026 bill would ban all online gambling

Lebanon is the one that surprises people. Day to day running of the casino’s online arm was handed to a contractor in 2022, and State Security raided Casino du Liban in June 2025 as part of an investigation into illegal online gambling linked to that setup. Even there, an offshore site has no legal footing.

Arabic Speakers Living Under European Licences

Move to Europe and the passport question disappears. Residence is what counts, and Europe gives very different answers.

France still has no legal online casino

This catches out many families with North African roots. France licenses online sports betting, horse racing and poker through the ANJ, but online slots, roulette and blackjack remain illegal, and a 2024 plan to change that was dropped. Our France guide covers what is actually on offer.

The Netherlands, Germany and Britain allow it under licence

The Dutch market opened when the Remote Gambling Act took effect on 1 October 2021, and our Netherlands page explains the rules. Germany licenses virtual slots nationally through the GGL. In Britain, look for a UK Gambling Commission licence. Few of these licensed sites offer Arabic. A licensed site in a language you read well beats an Arabic one with no right to serve your country.

Right to Left Is Where Localisation Breaks

Arabic runs right to left, so a properly localised casino mirrors the whole interface: the menu opens from the right, back arrows flip, progress bars fill towards the left. When the Arabic text sits inside a layout still built for English, labels hugging the left edge and icons on the wrong side, the operator ran a translation and stopped.

Numbers come next. Two digit sets are in everyday use. The Maghreb writes the Western digits 0 to 9, Saudi Arabia increasingly does too, while Egypt, Sudan and the UAE use those alongside the Eastern Arabic digits ٠١٢٣٤٥٦٧٨٩. Mixing both on one screen is the mistake.

The cashier is the hardest screen to get right, because it mixes Arabic labels with IBANs, card numbers, email addresses and amounts in EUR. Sloppy direction handling sends a currency code to the wrong end of a figure or a full stop to the start of a line. On the page that decides where your money goes, that is hardly cosmetic.

Signs That Nobody Fluent Read the Arabic

Native readers spot machine output within a line or two. Check these before any deposit.

  • Letters that do not join. Arabic letters connect to their neighbours. Isolated or reversed letters mean the site cannot even render Arabic properly.
  • Latin punctuation everywhere. Edited Arabic uses its own comma ، and question mark ؟. Western commas and question marks on every line suggest nobody touched the raw output.
  • Money words left in English. Withdrawal is سحب and bonus is مكافأة. If the lobby is Arabic but the withdrawal rules and bonus terms switch to English, the effort ended at the shop window.
  • Dialect in the small print. A chat agent writing Egyptian or Gulf dialect is fine. Binding terms in dialect, or paragraphs flipping between registers, point to patchwork.

None of this tells you whether a casino is legal for you. It tells you how seriously the operator takes Arabic speakers, and that tends to show again the day a payout stalls.

What We Would Tell an Arabic Speaking Friend

If you live in Saudi Arabia, Qatar, Kuwait, Egypt or most other Arab countries, do not play at online casinos. It is illegal where you are, enforcement is getting stricter, and no translation changes that. In the UAE the only legal online route is the one the GCGRA has licensed, on its terms.

If you live in Europe, begin with the licence that covers where you live, then judge the Arabic version against the checks above. A clumsy Arabic lobby on a properly licensed site is still a safer bet than a polished one with no right to take you.

Arabic Language Casinos FAQ

Can I legally play at an online casino from Saudi Arabia or Qatar?

No. Gambling is illegal in both countries, and in Qatar the Penal Code sets prison terms and fines for the people who play, not only for organisers. A licence from Curaçao, Malta or anywhere else does not make a site legal for someone living there, and we would not try.

Is online gambling legal in the UAE now?

Only with operators licensed by the General Commercial Gaming Regulatory Authority. In November 2025 it licensed Play971 for internet gaming and sports betting, open to players aged 21 and over who are physically in the UAE and verified with an Emirates ID. Playing at unlicensed offshore casinos remains illegal.

When will Wynn Al Marjan Island open?

The resort in Ras Al Khaimah received the first commercial gaming licence in the UAE, announced by Wynn Resorts in October 2024, and is expected to open in 2027. It is a land-based casino resort and has nothing to do with online play.

Can Arabic speakers in France play at online casinos?

Not at real money casino games. France licenses online sports betting, horse racing and poker through the ANJ, but online slots, roulette and blackjack remain banned. An Arabic speaking player living in France is bound by those rules whatever their nationality or the language of the site.

Do Arabic casino sites use Eastern Arabic numerals?

Some do, but many stick to the Western digits 0 to 9. Both are normal Arabic usage: the Maghreb writes Western digits, while Egypt, Sudan and the UAE use both systems. What matters is consistency, above all in the cashier, where mixed digits and half mirrored layouts make amounts hard to check.

Will customer support answer in Arabic?

Do not assume it. An Arabic lobby does not guarantee Arabic speaking agents, let alone around the clock. Ask a simple question in Arabic before you deposit. A fluent reply, in formal Arabic or a dialect you understand, tells you far more than a flag icon on the homepage.
