Hebrew has one home market, and that market has shut online casinos out. Roughly ten million people can read it, most of them in Israel, where the Penal Law bans gambling outside the national lottery and the state sports betting board. A Malta or Curaçao seal on an offshore site changes nothing for anyone living there.
So we will be clear from the start. If you live in Israel, stay away from online casinos, and expect no workaround here. What follows is for Israelis and other Hebrew readers in London, Berlin or New Jersey, where a local licence decides what is allowed.
Further down is every open casino in our database that has a Hebrew version, and that list does not change with the country you open it from. Appearing on it tells you nothing about whether a casino may take you on, so check its restricted countries and the licensing rules where you live before you register.
Reviewed byFred AndersonCan I legally play at a Hebrew language online casino?
Not if you live in Israel. The Penal Law of 1977 makes taking part in a prohibited game an offence, the only legal gambling is run by Mifal HaPais and the Israel Sports Betting Board, and no online casino holds an Israeli licence. Hebrew speakers living in a licensed market such as Great Britain or Germany can play legally, but only at sites licensed where they live.

Counting everyone who can use it, native speakers, immigrants who learned it and Arab citizens of Israel who have it as a second language, Modern Hebrew reaches somewhere above ten million people. Around six and a half million speak it from birth, nearly all in Israel.
The rest are scattered. Israel’s Central Bureau of Statistics puts the number of Israelis living abroad at roughly 600,000, and the largest communities sit in the United States, Britain, Canada, Germany and France. Cyprus has become a newer address: a rabbi in Larnaca estimated about 15,000 Israelis on the island at the end of 2024, up sharply after October 2023.
That geography explains why just a handful of the live casinos we track bother with Hebrew. The audience a translation reaches is either a legal minority abroad or a home market where the operator has no right to be, so a very polished Hebrew lobby deserves a second look.
Israel has no online gambling act. Chapter twelve of the Penal Law 5737 of 1977, on prohibited games, lotteries and betting, covers it all, and courts apply its land based rules to websites as well.
Two bodies sit outside the ban. Mifal HaPais, the national lottery founded in 1951 and supervised by the Ministry of Finance, runs draws and scratch cards. The Israel Sports Betting Board, created by a 1967 law and known through its Winner brand, holds the exclusive right to sports betting, including certain bets online. Neither offers casino games.
Many countries chase operators and leave players alone. Israel does not. Under section 226, taking part in a prohibited game can bring up to a year in prison or a fine of up to ILS 29,200 (about EUR 8,400). Organisers face up to three years or ILS 452,000 (about EUR 130,000).
Police tried ordering internet providers to block gambling sites in 2012, and the Supreme Court struck those orders down in 2013 because no law gave them that power. The Knesset answered in 2017 with an act letting district court judges issue blocking warrants at the request of the police or the State Attorney, and the first offshore gambling sites went dark in late 2018.
Money is watched too. Bank of Israel Procedure No. 411 places strict limits on banks and credit companies handling transactions linked to unlicensed gambling.
Talk of opening up has gone nowhere. A private member’s bill for real money poker tournaments, tabled in 2021 and again in 2022, never advanced, and casinos in Eilat keep resurfacing without political backing. In 2026 no licensing regime is in sight, and Israeli law firms expect tighter rules, not looser ones.
Israeli enforcement focuses on operators that actively market to people in Israel, and Hebrew advertising is one of the clearest signs of that. For a Hebrew speaker abroad, the same clues reveal who a site was really made for.
Any one of these is reason to walk away. An operator happy to ignore Israeli law will hardly respect your withdrawal.
Abroad, your address sets the rules, not your passport or the lobby language. Four places with sizeable Israeli communities give four different answers.
| Where you live | What residents may legally play online |
|---|---|
| United States | Casinos only in a few states such as New Jersey, Pennsylvania and Michigan; none in New York or California |
| United Kingdom | Casinos holding a Gambling Commission licence |
| Germany | Virtual slots and online poker licensed nationally by the GGL |
| Cyprus | Online casino games prohibited; only licensed online betting on .com.cy sites |
Cyprus surprises a lot of people. It is an EU member and a popular new home for Israelis, yet its 2012 Betting Law bans online casino games for residents, so moving to Limassol does not open the door the way moving to London does.
Britain is the simplest case. Only Gambling Commission licensees may take British residents, with identity checks and the national self exclusion scheme attached. Our guide to UK licensed casinos explains how to confirm a site really holds that licence.
Germany, with its Israeli community centred on Berlin, is stricter. The GGL licenses virtual slots and poker with stake and deposit limits built in, while table games follow separate rules. Hardly any German licensed site runs in Hebrew. Our German language guide covers what that licence means day to day.
So the trade is plain. English with the right licence beats Hebrew without it.
Hebrew runs from right to left, but the digits inside it run left to right, exactly as in English. Israel uses the ordinary digits 0 to 9 for money, ages and civil dates, with Hebrew letters as numbers kept for the Jewish calendar and numbered lists. Good localisation handles both directions in one line.
Watch the cashier and the bonus terms. A Hebrew line offering 50 spins for a deposit of ILS 100 (about EUR 29) mixes Hebrew words, a currency code, digits and brackets. When the direction handling is careless, the currency lands on the wrong side, brackets point the wrong way and a full stop jumps to the start of the line. In an IBAN field a reversed group of digits is no cosmetic flaw, so read every figure twice.
Hebrew addresses the reader as a man or a woman, so a “register” button has two forms. Careful sites write both, often with a slash, or let you choose. Machine translation tends to stick to the masculine.
Five letters also take a different shape at the end of a word. Text where those final forms appear in the middle of words, or never at all, was not checked by anyone fluent.
For residents of Israel the answer is no online casino, full stop. Not one is legal for you, the law can reach players directly, and courts order sites blocked. A Hebrew lobby only makes that risk look friendlier.
Living abroad, start with what your own country permits and stay with sites licensed there. Treat Hebrew as a pleasant extra, never the deciding factor, and be suspicious of any casino that pairs Hebrew with shekel balances and an Israeli phone prefix. Many Israelis are also at home in Russian; our Russian language guide sets out how the rules differ across the countries where that language travels.
No. The Penal Law of 1977 bans prohibited games, lotteries and betting, and the only legal gambling comes from Mifal HaPais and the Israel Sports Betting Board. Online casinos have no Israeli licence, a foreign licence gives a resident no protection, and courts have ordered internet providers to block offshore gambling sites since 2018.
Players too. Section 226 of the Penal Law makes taking part in a prohibited game an offence, punishable by up to a year in prison or a fine of up to ILS 29,200, about EUR 8,400. Organisers face up to three years in prison. Enforcement has mostly targeted operators, but the law covers the player as well.
Winner is the brand of the Israel Sports Betting Board, the statutory body that has held the exclusive right to sports betting in Israel since a 1967 law. It is the only operator allowed to take certain sports bets online. It does not offer casino games, and neither does the national lottery, Mifal HaPais.
Yes, at casinos licensed in the country where they live. In Britain that means a Gambling Commission licence, in Germany a GGL licence for virtual slots and poker. Few of those sites offer Hebrew, so English or German is often the practical choice, and a Hebrew site without a local licence is not a safe replacement.
No. Cyprus allows licensed online betting through sites on the .com.cy domain, but its 2012 Betting Law prohibits online casino games. Moving to Limassol or Larnaca therefore does not give you a legal online casino, even though Cyprus is in the EU and many Israelis now live there.
Look at the cashier and the sign-up form. Shekel balances by default, an Israeli +972 phone prefix already selected, Hebrew marketing paired with English only terms, and offers to arrange deposits through a chat contact all point at the Israeli market, where these sites operate illegally. Treat them as a reason to leave.
Most Hebrew readers abroad switch easily to English, Russian or the language of their new home, and each of those guides is listed here.
