Uzbek Language Online Casinos

Well over 30 million people speak Uzbek, yet only about a dozen casinos in our database offer it. The reason sits in Tashkent. Uzbekistan ended its blanket gambling ban on 1 January 2025, but only for companies licensed by the National Agency of Perspective Projects, and the first two licences went out in July 2026 to bookmakers on .uz domains.

So let us be plain about home. For residents of Uzbekistan a NAPP licensed operator is the only legal option, and a foreign site with an Uzbek menu but no such licence is breaking Uzbek law. This guide covers that law, the neighbours where Uzbek is spoken, and how to judge a translation.

Further down you will find every casino in our database with an Uzbek version, and the list is identical wherever you open this page from. Being on it says nothing about whether a casino may take your sign up, so read its restricted countries and the licence rules where you live first.

Is it legal to play at an Uzbek language online casino?

Only if the operator is licensed where you live. In Uzbekistan that means a licence from the National Agency of Perspective Projects, held by just two companies after the first licences in July 2026, so offshore sites with an Uzbek version are not legal there. Kazakhstan, Kyrgyzstan, Afghanistan and Russia give residents no legal online casino. Elsewhere, local licensing law decides.

Tashkent, Mazar-i-Sharif and Moscow: Where Uzbek Readers Live

Uzbek is the official language of Uzbekistan, home to the overwhelming majority of its speakers. Totals range from about 30 million in the CIA World Factbook to more than 36 million native speakers in Ethnologue.

Northern Afghanistan adds a community in the millions, Tajikistan and Kyrgyzstan hold large Uzbek minorities, and smaller groups live in Kazakhstan, Turkmenistan and western China. Then come the workers: about 1.18 million Uzbeks went to work in Russia in the first half of 2026, down 13.2 percent on a year earlier, while Turkey, South Korea and the EU draw more each year.

The alphabet splits this audience again. Uzbekistan went back to Latin letters in the early 1990s, and the 1995 spelling rules with oʻ, gʻ, sh and ch are the standard, but Cyrillic never left shop signs, newspapers or older readers. Afghan Uzbeks use an Arabic based script. A casino translation has to pick one slice, and that choice tells you who the operator had in mind.

Tashkent Lifted a Seventeen Year Ban, on Its Own Terms

A Cabinet of Ministers decision outlawed gambling and risk based games from 1 September 2007. A 2019 promise of licensed betting was shelved in 2022. The real turn was a presidential decree of 19 April 2024, which lifted the ban on online risk based games and betting from 1 January 2025 and made NAPP the licensing body. Industry press reads that category as covering online casino games too. Physical casinos and slot halls stay banned.

Olimpbet and Oltinbet, the first two on the register

The market existed only on paper until 31 July 2026, when NAPP licensed Olimpbet and Aurum Vale, trading as Oltinbet, for bookmaking and risk based internet games until 2031. Operators need a .uz domain, certified software and capital of UZS 56.25 billion (about EUR 3.9 million). Players must be 18, bets on local events are off limits, and a Unified State Register of Bets and Players gives one login across licensed brands and tracks monthly limits. Winnings from licensed operators are free of personal income tax for five years from 2025.

Fines sized for foreign operators

A foreign company offering gambling to Uzbek citizens without a local licence risks a fine of 25,000 base calculation amounts, roughly EUR 750,000 at 2025 rates, and repeat offenders can lose access to Uzbek banks and internet services. Our Uzbekistan country page follows the domestic market.

Uzcard, Humo and the Cross Border Transfer Ban

Money is where the state really bites. A presidential decree signed on 30 November 2023 banned cross border transfers from cards issued by banks in Uzbekistan whenever the recipient’s payment codes mark it as a gambling organiser. Domestic Uzcard and Humo cards fall under it like any other, and we will not point anyone towards a way around it.

The same decree puts gambling sites that accept residents on the national register of banned internet content, with NAPP supplying the lists. Roughly 70 sites promoting offshore bookmakers have been blocked since early 2025, gambling advertising is banned on television, online and outdoors, and in summer 2026 the regulator fined four bloggers over Melbet ads.

Seen from Tashkent, then, an Uzbek lobby on an unlicensed foreign site is exactly what all three tools were built to stop.

Kazakhstan, Kyrgyzstan and Afghanistan Next to Uzbekistan

The laws differ, yet no country around Uzbekistan offers its Uzbeks a legal online casino at home.

Country Uzbek community What residents may play online
Uzbekistan Official language, Latin and Cyrillic in use Only with a NAPP licence; two licensees since July 2026
Kazakhstan Recognised minority language Illegal; over 17,000 casino related addresses blacklisted in the first eight months of 2025
Kyrgyzstan Roughly a million speakers Casinos reopened in 2022 for foreign passport holders aged 21 and up; citizens barred, sites aimed at locals illegal
Afghanistan Millions in the north, Arabic based script All gambling banned under the 2024 vice and virtue law

Tajikistan is left out on purpose: we could not confirm its current rules, so Uzbeks there should check locally.

Uzbeks in Russia, Korea and Turkey Play by Local Rules

Over a million Uzbeks working in Russia face the Russian rules in full. Casino sites are banned there, and betting with Russian licensed bookmakers is the single legal form of online gambling. Our guide to Russian language casinos explains why reading in Russian changes nothing.

The newer destinations are no friendlier. South Korea had about 102,200 Uzbek citizens in mid 2026, and Korean law treats gambling as a crime outside a few state approved options, on Korean soil whatever passport you hold. Our Korean language casinos page has the detail. Turkey, home to some 70,000 Uzbek citizens, does not license online casinos either.

The EU is different. Uzbek migration there grew 13.2 percent in 2025, and several EU states license online casinos. A worker in one of them answers to that country’s rules, not to NAPP’s.

Real Oʻzbekcha or Russian With a New Flag?

Uzbek localisation ranges from careful to cosmetic, and a minute of clicking usually tells you which.

  • Russian under an Uzbek flag. The switcher says Oʻzbekcha, but the buttons read Регистрация and Вывод средств. That page is Russian, whatever the menu claims.
  • Cyrillic missing ў, қ, ғ and ҳ. Uzbek Cyrillic needs those four letters and Russian has none of them. A Cyrillic Uzbek page that never uses them was not written in Uzbek.
  • The vanishing turned comma. Oʻ and gʻ are properly written with ʻ, and many sites type a plain apostrophe instead, which readers accept. When the mark disappears and roʻyxatdan turns into royxatdan, nobody fluent checked the text.
  • The cashier gives up first. Kirish and Roʻyxatdan oʻtish sit on the front page, yet pul yechish, the withdrawal section, slips into Russian or English right where limits and fees are explained.

One slip is forgivable. Three suggest a quick conversion nobody revisited.

Why About a Dozen Foreign Sites Still Translate Into Uzbek

Latin script Uzbek is the written standard of Uzbekistan, so an Uzbek lobby on a site without a NAPP licence is aimed squarely at a market it may not serve. Demand is there: Blask data for July 2026 gave five offshore brands nearly 65 percent of measurable gambling demand in Uzbekistan, in the very month the first legal licences were issued.

Most offshore operators seem to settle for Russian, which is one reason Uzbek versions stay rare. Those that do translate have shown how they treat rules, and we would not expect them to treat their own bonus terms any better.

Our Advice for Uzbek Speakers, Country by Country

Living in Uzbekistan: a NAPP licence or nothing

The legal route runs through NAPP licensed operators on .uz domains and the state register that comes with them. Nothing on the list on this page changes that, and an Uzbek menu is no substitute for a licence.

Living abroad: the local licence decides

In Russia, Turkey, South Korea, Kazakhstan, Kyrgyzstan or Afghanistan, stay away from casino sites. Where online casinos are licensed, start with an operator holding that local licence and treat Uzbek as a welcome extra.

Before you fund an account, message support in Uzbek about payout times. Proper Latin script coming back is encouraging; Russian coming back shows where the team really sits.

Uzbek Language Casinos FAQ

Are online casinos legal in Uzbekistan?

Since 1 January 2025 online betting and risk based internet games are legal, but only with a licence from the National Agency of Perspective Projects. The first two licences went to Olimpbet and Oltinbet on 31 July 2026. Foreign sites without that licence are illegal for residents, and physical casinos and slot halls remain banned.

Can I pay an offshore casino with an Uzbek bank card?

No. A decree signed on 30 November 2023 banned cross border transfers from cards issued by banks in Uzbekistan to recipients identified as gambling organisers. Sites that accept residents can also be added to the national register of banned internet content. We do not give tips for getting around either rule.

What do Uzbek players get from a licensed operator?

Licensed sites run on the .uz domain, check identity and connect to the Unified State Register of Bets and Players, which gives one login across operators and tracks monthly limits. Players must be 18, bets on local events are banned, and winnings are free of personal income tax for five years from 2025.

How can I tell real Uzbek from Russian on a casino site?

Latin script Uzbek uses oʻ, gʻ, sh and ch, and Uzbek Cyrillic adds ў, қ, ғ and ҳ, letters Russian does not have. If the menu says Uzbek but the buttons read Регистрация, the page is Russian. Also check whether the withdrawal section, pul yechish, stays in Uzbek.

Can Uzbeks working in Russia play at online casinos?

No. Russia bans online casinos for everyone in the country, whatever their passport, and only allows sports betting with Russian licensed bookmakers. The same goes for the Uzbek communities in Turkey and South Korea, where online casino play is not legal for residents either.

Does an Uzbek version mean the casino accepts players from Uzbekistan?

No. A translation shows who an operator hopes to reach, not who it may legally serve. A site taking players in Uzbekistan without a NAPP licence is acting illegally there. Read the excluded countries in its terms and the gambling law where you live before you register.
