Japanese Language Online Casinos

Japanese turns up in more casino lobbies than you might expect for a language spoken almost only in one country. That country is Japan, and Japan does not allow online casino gambling at all. Playing from there is a crime under the Penal Code, and since 2025 even promoting these sites to people in Japan is banned.

So this guide is not a shortcut for players in Japan. It sets out the law, what the planned Osaka casino resort does and does not change, and what a Japanese speaker living abroad should look for in a Japanese version.

The list below shows every casino in our database with a Japanese language version, no matter where you connect from. It is not an invitation to residents of Japan, who cannot legally play at any of them. Wherever you live, check the licence rules there before you sign up anywhere.

Can I legally play at a Japanese language online casino?

Not if you live in Japan. Online casino gambling is illegal there under the Penal Code, whatever licence the site holds, and promoting such sites to people in Japan has been banned since September 2025. If you are a Japanese speaker living in a country where online casino is legal, such as the UK, you can play at casinos licensed there, and some of them offer a Japanese version.

A Language Read Almost Entirely Inside Japan

Well over a hundred million people speak Japanese, yet nearly all of them live in a single country. No second Japanese speaking nation, no regional variant with its own regulator.

Japan’s foreign ministry counted about 1.29 million Japanese nationals living abroad in October 2024, with the United States hosting by far the most and Australia now in second place. Brazil has the largest community of Japanese descent anywhere outside Japan, around 2.7 million people according to JICA, but most of them grew up with Portuguese, and our Brazilian Portuguese guide will serve them better than a Japanese lobby.

So a casino that adds Japanese is not chasing a scattered diaspora. It is looking straight at Japan.

Playing From Japan Is a Crime, Not a Grey Area

Japan has never licensed an online casino. Gambling is an offence under the Penal Code unless a specific law makes an exception, and the exceptions are narrow: public horse, bicycle, boat and motorcycle racing, public lotteries and toto.

Articles 185 and 186 reach the player too

Simple gambling under Article 185 carries a fine of up to 500,000 yen, very roughly EUR 3,000. Habitual gambling under Article 186 can mean up to three years in prison. In 2024 the National Police Agency counted 279 arrests across 62 online gambling cases, 172 more people than the year before, most of them involving online casinos played on people’s own devices.

A Curaçao badge does not cover a bet placed in Tokyo

Licensed abroad does not mean fine. To Japanese authorities a bet placed from inside Japan is treated as gambling in Japan, wherever the server sits. The licence protects the operator in its own jurisdiction and nothing more.

The 2025 Amendment Went After Promoters

Next, lawmakers turned to the people who send players to these sites. An amendment to the Basic Act on Countermeasures Against Gambling Addiction passed on 18 June 2025 and took effect on 25 September 2025. It bans presenting illegal online gambling sites or apps to people in Japan and spreading information that steers them towards that kind of gambling, which catches posts, streams and affiliate pages aimed at Japan.

It carries no criminal penalty of its own and is hard to enforce offshore, so Tokyo pushes elsewhere too. In June 2025 it asked eight jurisdictions, among them Malta, Curaçao, Gibraltar and the Isle of Man, to stop their licensees from taking players in Japan. Ministries are pressing payment firms and card brands to stop handling online casino money, and in 2026 an expert panel under the communications ministry said ISP blocking should stay on the table.

That settles our tone: nothing here is meant to send anyone in Japan to a casino.

Osaka Gets a Casino, Not an Online Loophole

The government approved the Osaka integrated resort plan in April 2023, MGM Resorts and Orix broke ground on the artificial island of Yumeshima in April 2025, and the opening is planned for 2030. It will be the country’s first casino.

For someone living in Japan Status Worth knowing
Public race betting, lotteries and toto Legal, online included Only through the official operators
The Osaka IR casino Legal from the planned 2030 opening 6,000 yen entry fee (roughly EUR 35) per 24 hours, My Number card, at most 3 visits in 7 days and 10 in 28
Any online casino, whatever its licence Illegal Fines, and prison for habitual gambling
Promoting online casinos to people in Japan Banned since 25 September 2025 Covers sites, streamers and affiliates

Once Yumeshima opens, a resident of Japan can play casino games legally in exactly one building, with an ID check at the door. The online ban stays where it is.

Why Japanese Keeps Showing Up in Offshore Lobbies

If the law is that clear, why do a few dozen casinos in our database still list Japanese? Because few markets are chased harder. In its survey for fiscal 2024, the National Police Agency estimated that about 3.37 million people in Japan had played at online casinos, wagering around 1.24 trillion yen a year, somewhere near EUR 7 billion. Roughly 44 percent of respondents did not know it was illegal.

Police also went through 40 Japanese language casino sites. Every one held a foreign licence, about 70 percent of them from Curaçao, and only two said plainly that players in Japan were not allowed. On six, all traceable traffic came from Japan. Yen balances and chat staffed on Tokyo time are not built for tourists.

Hence the warning on our list: those casinos accept Japanese speakers somewhere in the world, but none is legal for someone in Japan.

Japanese Speakers Living Where Online Casino Is Allowed

Abroad, your country of residence decides, not your passport. In the UK you can play at sites holding a UK Gambling Commission licence, and Ontario has licensed online casinos since 2022. Most US states and Australia do not allow them, and those are where most Japanese expats live.

Yen balances and Japan time support point back home

Real Japanese localisation means yen balances, chat open on Japan Standard Time and terms in natural Japanese. The awkward part: in London or Toronto you earn pounds or dollars and sleep on local time, so those features mostly reveal who the site is built for. Play in your local currency at a site licensed where you live.

JCB at an international cashier

JCB, the Tokyo card brand, appears at some international casinos, and Japanese abroad may still hold a card from home. Our JCB casino guide is written for cardholders outside Japan. Acceptance is patchier than Visa or Mastercard, and Japan has asked card brands to cut online casinos off.

Telling Native Japanese From Machine Output

Japanese is brutal on machine translation, and a careless job shows within a minute.

  • Politeness that wanders. Customer facing Japanese keeps to the polite desu and masu forms. A page that drops into blunt plain forms between paragraphs was pasted together.
  • Kanji in the wrong shape. Japanese rendered in a Chinese font shows some characters in their Chinese forms. No Japanese reader checked it.
  • Katakana copied straight from English. Long strings of transliterated English in the bonus rules, where Japanese has perfectly good words, usually mean a tool did the work.
  • A translated lobby over English rules. If the promotions read well but the withdrawal terms and self exclusion pages stay in English, you know where the money went.

None of this says anything about legality. It shows a player abroad how much the operator invested, which matters when a payout is stuck and support only writes English.

The Short Version for Japanese Readers

If you live in Japan, the answer is no. Online casino play is illegal there whatever the site’s licence, players do get arrested, and since September 2025 promoting these sites to you is banned as well. The legal options today are the public races and lotteries, and from 2030 the single land-based casino in Osaka.

If you live in a country where online casino is legal, start with the local licence, play in your own currency and use the Japanese version only if it is genuinely well made.

Japanese Language Casinos FAQ

Is it legal to play at online casinos from Japan?

No. Under the Penal Code, gambling outside the public races, lotteries and the future IR casino is illegal, and that includes online casinos licensed abroad. Players face fines, and habitual gambling can bring up to three years in prison. Police arrested 279 people in online gambling cases in 2024.

Does a Curaçao or Malta licence make a casino legal in Japan?

No. A foreign licence only covers the operator in that jurisdiction. Japanese authorities treat a bet placed from inside Japan as gambling in Japan, and in 2025 the government asked eight licensing jurisdictions, including Curaçao and Malta, to stop their licensees from taking players in Japan.

What did Japan's 2025 law change?

An amendment to the Basic Act on Countermeasures Against Gambling Addiction, in force since 25 September 2025, bans presenting illegal online gambling sites to people in Japan and spreading information that steers them there. It is aimed at operators, affiliates and influencers rather than adding new penalties for players.

Will the Osaka casino resort offer online casino games?

No. The integrated resort on Yumeshima, planned to open in 2030, is a land-based casino. Residents of Japan will pay a 6,000 yen entry fee per 24 hours, roughly EUR 35, show their My Number card and be limited to three visits in seven days and ten in 28.

Can Japanese speakers living abroad use a Japanese language casino?

That depends on the law where they live, not on nationality. In the UK or Ontario, for example, licensed online casinos are legal, while most US states and Australia do not allow them. Pick a casino licensed for your country of residence first and treat the Japanese version as a bonus.

Can I pay with JCB at online casinos?

Some international casinos accept JCB, though fewer than take Visa or Mastercard, and Japan’s government has asked card brands to stop processing online casino payments. If you hold a JCB card and live outside Japan where online casino is legal, look at the payment options before your first deposit.
