Bahasa Indonesia is one of the most widely spoken languages on earth, and nearly everyone who speaks it lives in a country where gambling is a crime. Indonesia has not licensed a single casino, online or on land, and since January 2026 its new Criminal Code sets out prison terms of up to three years for people who play.
So this is not a way in for anyone in Indonesia. It covers the law and how hard it is enforced, why so many offshore casinos still bother with an Indonesian translation, and what an Indonesian speaker living in a country with legal online casinos should check.
Every casino in our database that offers an Indonesian version appears in the list below, whatever country you open this page from. Being on it says nothing about whether a casino may legally accept you. Residents of Indonesia cannot legally play at any of them, and everyone else should check the licence rules where they live before signing up.

Not if you live in Indonesia. Gambling is illegal there, no online casino holds an Indonesian licence, and the Criminal Code in force since 2 January 2026 punishes players with up to three years in prison. If you live in a country that licenses online casinos, such as the Netherlands, you can play at sites licensed there, and a few of them may offer Indonesian.

What Proper Indonesian Casino Copy Looks Like
Indonesian is an odd case among big languages. Recent estimates give it around 80 million native speakers plus roughly 180 million who learned it second, mostly people who grew up with Javanese, Sundanese or another regional tongue and switch to Bahasa Indonesia for school, work and the internet.
Beyond Indonesia the map thins out fast. Timor-Leste keeps it as a working language in its constitution. The rest is diaspora, much of it labour migration: Malaysia had about 1.3 million Indonesian citizens in 2024, and Taiwan, Hong Kong and Singapore each host hundreds of thousands, many of them domestic workers.
So a casino translating into Indonesian is not chasing a nurse in Rotterdam. It is chasing the home market, the one place where every bet is illegal.
Indonesia has kept a general gambling ban since 1993 and has never issued a licence to an online casino. Our page on gambling law in Indonesia has the background.
Law No. 1 of 2023 replaced the Dutch-era code on 2 January 2026. Article 426 hits anyone who runs or offers gambling without a permit with up to nine years in prison. Article 427 is written for the people who play: joining unlicensed gambling can cost up to three years or a category III fine capped at IDR 50 million (roughly EUR 2,500). The old code already punished players under Article 303 bis, and because the law covers acts on Indonesian soil, a foreign server does not move the bet abroad.
Article 27(2) of the Electronic Information and Transactions Law, as amended by Law No. 1 of 2024, bans distributing or making accessible any electronic content that contains gambling. Article 45(3) allows up to a decade behind bars and fines reaching IDR 10 billion, about EUR 500,000.
On 14 June 2024 President Joko Widodo signed Presidential Decree No. 21 of 2024, creating a task force against online gambling, with the communications minister in charge of prevention and the national police chief in charge of enforcement. Kominfo was renamed Komdigi that October, and the blocking carried on.
| Body | Its part in the crackdown | Latest published figure |
|---|---|---|
| Komdigi | Blocks sites, IP addresses and social posts | About 2.09 million gambling items blocked in 2025 |
| PPATK, the financial intelligence unit | Follows the money | Turnover of IDR 286.84 trillion in 2025 (about EUR 14 billion), down 20 percent on 2024 |
| OJK and the banks | Freeze accounts used for deposits | 33,252 accounts blocked since 2024, as reported in April 2026 |
| National Police | Arrests and asset seizures | 744 suspects named in 664 cases during 2025 |
Read the PPATK line twice. Even after falling by a fifth, that is a black market worth billions of euros a year, and every link in it, from bank account to advert, is now a target.
Our database holds about two dozen open casinos with an Indonesian version, and expats are not the reason. PPATK counted 12.3 million people making online gambling deposits in 2025. Few unlicensed audiences anywhere come close.
In October 2023 the then communications minister said the servers behind the sites flooding the country sat in Cambodia and the Philippines, and in June 2024 the ministry ordered providers to cut off sites operating from Cambodia and Davao City. The promotion is relentless as well: from January 2022 to February 2023 the ministry blocked 683 government and university websites because gambling pages had been planted on them.
A slick Indonesian version proves the operator wants Indonesian speakers somewhere. For anyone inside Indonesia, none of these sites is legal, whatever badge sits in the footer.
Standard Indonesian is a standardised form of Malay, and the formal written registers are highly mutually intelligible, which tempts operators to serve one translation to both countries.
That shortcut opens no legal door. Malaysia permits a narrow band of licensed land-based gambling but no online casinos, and in October 2023 its Court of Appeal confirmed that the Common Gaming Houses Act 1953 already makes online gambling an offence in Peninsular Malaysia. See our Malaysia overview.
The two languages part ways on everyday words, and casino copy is full of them. In Malay percuma means free of charge, in Indonesian it means pointless, so a banner promising putaran percuma lands very differently in Surabaya than in Kuala Lumpur. Indonesians say gratis. A bank account is a rekening in Jakarta and an akaun in Malaysia.
Elsewhere, where you live decides what is allowed, and three common destinations give three different answers.
The Netherlands has the deepest Indonesian ties in Europe, with about 350,000 people of Indonesian background in 2022, though many older Indo families speak Dutch at home. Online casinos have been legal there since 1 October 2021, but only with a licence from the Kansspelautoriteit, as our Dutch market page explains.
Australia is home to about 120,000 Indonesians. Its 2001 Interactive Gambling Act makes it illegal to offer online casino games and slots to people in Australia, and the ACMA can order sites blocked. The law aims at operators, but the regulator says plainly that Australians using illegal sites get no help from Australian law if winnings are withheld.
Singapore is the strictest of the three for the player. Under the Gambling Control Act 2022, taking part in unlawful online gambling is itself an offence, and the Gambling Regulatory Authority can have both websites and payments blocked.
Where online casinos are legal for you, give an Indonesian version two minutes before you register.
Each of these is a quality signal, not a licence check. Corners cut on the words tend to get cut again when a withdrawal stalls.
Living in Indonesia? Then do not play. No online casino may legally serve you there, the new Criminal Code names players directly, and with tens of thousands of bank accounts frozen, money sitting at an offshore site is exposed in ways you cannot control. If gambling is already causing trouble, talk to someone you trust or a doctor before the debts grow.
In the Netherlands or another country with licensed online casinos, choose a casino licensed where you live, keep your balance in the currency you earn and treat a well made Indonesian version as a bonus. In Malaysia, Singapore or Australia, an online casino stays off limits whatever language it speaks.
No. Indonesia has banned gambling since 1993 and has never licensed an online casino. The Criminal Code that took effect on 2 January 2026 punishes organisers with up to nine years in prison and players with up to three years or a fine of up to IDR 50 million, about EUR 2,500.
Players can be prosecuted. Article 427 of the new Criminal Code covers anyone who takes part in unlicensed gambling, as Article 303 bis did under the old code. The National Police named 744 suspects in 664 online gambling cases during 2025.
No. Indonesian criminal law applies to gambling done on Indonesian territory, wherever the operator’s server or licence is based. A foreign licence only matters in the country that issued it, so it gives a player in Indonesia no legal cover at all.
They can usually read it, since formal Indonesian and Malay are highly mutually intelligible, but language is not the issue. Malaysia has no licensed online casinos, and its Court of Appeal confirmed in 2023 that online gambling is an offence under the Common Gaming Houses Act 1953.
At casinos licensed by the Dutch Kansspelautoriteit, which has run the licensed online market since 1 October 2021. Those sites usually work in Dutch and English. Your residence decides which licence matters, not your nationality or the language you prefer.
Following the money is a core part of the crackdown. PPATK tracks gambling transactions, and banks have blocked tens of thousands of accounts linked to deposits at the request of the financial regulator OJK. Money sent to or from an illegal site can end up locked.
Indonesian is one entry among many, so switch over if you also read casino sites in Dutch, English or another language.
