Norwegian is a strange language to find in a casino lobby. Almost everyone who reads it lives in Norway, and Norway allows exactly two companies to sell gambling online: Norsk Tipping and Norsk Rikstoto. Every other site that switches to Norwegian is, legally speaking, speaking to a market it has no permission to serve.
Plenty do it anyway, and that alone says a lot about how many Norwegians want something other than the state offer. This guide covers what the monopoly means for you, how the payment and DNS blocks work, what happens to a win at tax time and how to judge a Norwegian translation.
Below you will find every casino in our database with a Norwegian version that accepts players from where you are browsing. Before you sign up anywhere, check what the licence rules say in the country you actually live in.

In Norway only Norsk Tipping and Norsk Rikstoto may offer online gambling. Other casinos in Norwegian have no Norwegian licence, may not market to Norway, and their payments can be stopped by Norwegian banks. Playing there is not a crime for the player, but you lose Norwegian protection and big wins can be taxable. Outside Norway, the rules where you live decide.

Spanish, French and German each stretch across several countries with their own gambling laws. Norwegian does not. Its five million or so native speakers are concentrated in one country, so a casino that bothers to translate into Norwegian is not hoping to catch a few expats. It is going after players in Norway.
That matters more here than for most languages. Norwegians write in two standards, bokmål and nynorsk, and casino sites almost always go with bokmål. Swedes and Danes can usually follow a Norwegian page too, which is why some operators lean on a shared Scandinavian team instead of hiring proper Norwegian staff.
In our database, well over a hundred open casinos list Norwegian. Compare that with the much shorter list on our Swedish language page, where a licensing system has pushed unlicensed operators to drop the language, and you get a sense of how differently the two neighbours have played it.
Norway never opened its market. The Gambling Act that took effect on 1 January 2023 kept the exclusive rights model, and the regulator Lotteri- og stiftelsestilsynet, usually shortened to Lottstift, enforces it. Our Norway country guide covers the wider legal picture.
Norsk Tipping is wholly state owned and runs the lotteries, sports betting and the only legal online casino. Norsk Rikstoto holds the horse racing rights. Both come with mandatory loss limits, and Norsk Tipping has steadily lowered the cap on its online casino over the years. Safe, yes. Exciting game selection, not really.
Marketing gambling that lacks a Norwegian permit is forbidden, and Lottstift has said plainly that this includes influencers who post links, logos or bonus offers. That is why Norwegian casino promotion tends to live on sites hosted abroad rather than on Norwegian channels.
Norway attacks unlicensed gambling at two points: the money and the address bar.
The payment ban came in June 2010. Norwegian banks must reject transactions to or from gambling companies without a Norwegian licence, and that applies to deposits and to winnings coming back. A payout from an offshore casino can simply bounce.
The address bar followed. Parliament adopted DNS blocking powers on 14 May 2024 and the amendment took effect on 1 January 2025, but the first order took longer. On 19 February 2026 Lottstift told Norwegian internet providers to block 134 gambling domains within a week. Here is the detail that matters for this page: offering Norwegian on the site was one of the criteria used to pick targets, next to Norwegian currency, Norwegian support and payment setups that suggest a way around the bank ban. Visitors who hit a blocked domain see a landing page saying they have done nothing illegal by looking it up. The crime, in Norwegian law, is offering the game, not playing it.
A casino that translates into Norwegian knows the regulator counts that against it. Some still do it carefully, others just run the English through a tool. A few minutes of reading usually shows which.
Any one of these is forgivable. Three of them on the same site and the Norwegian layer is decoration.
This is the part most Norwegian players get wrong. Winnings from Norsk Tipping and Norsk Rikstoto are tax free. For everything else, the Tax Act treats a single win above NOK 10,000 (well under EUR 1,000) as taxable income, and an EEA licence alone does not change that.
| Who runs the game | A single win above NOK 10,000 | Norwegian safeguards |
|---|---|---|
| Norsk Tipping or Norsk Rikstoto | Tax free | Mandatory loss limits, Norwegian regulator |
| Commercial casino licensed in the EEA, such as Malta | Taxable | None; the bank payment ban still applies |
| Casino licensed outside the EEA, such as Curaçao | Taxable | None; payments and domains can be blocked |
The EEA exemption in the law only covers games equivalent to those allowed in Norway, run under a public permit and under public control, and the winner has to prove it. A court of appeal ruled in 2016 that a large jackpot won at a Malta registered operator was taxable, because the operator’s profits did not go to good causes. If you want to know more about the licence itself, see our page on casinos with a Malta licence, and talk to Skatteetaten about anything big.
Because Norwegian banks have to stop transactions with unlicensed operators, many offshore casinos in Norwegian push e-wallets, vouchers or crypto in the cashier instead of plain card payments. The rules do not stop at the direct transfer, though. Banks must also refuse payments that go through intermediaries on behalf of these companies, and Lottstift openly uses suspicious payment routes as a reason to block a site. Whatever the cashier suggests, you are dealing with money the Norwegian system is designed to hold back.
Practically, that means two things. Deposits may work while a withdrawal later gets stuck, and an account held in kroner does not make the casino any more Norwegian in legal terms. Our guide to Norwegian krone casinos goes through how deposits and payouts in NOK work on the sites that offer them.
Norwegian speaking support is one of the things Lottstift lists as a sign that a site targets Norway, so operators that offer it are taking a deliberate step. Quality still varies a lot.
Smaller Nordic teams commonly cover Norwegian during office hours and hand over to English speakers later. If you play after dinner, open the chat at that hour and see who replies.
Write a short question in Norwegian about how long an uttak takes. A natural Norwegian answer is what you want. A reply in Swedish or Danish usually means one shared Scandinavian desk, which is workable for small talk but less fun when you are explaining a rejected document.
If you live in Norway, the only fully protected choice is Norsk Tipping or Norsk Rikstoto. Everything else in Norwegian comes without a Norwegian licence, with payments your bank may refuse, domains that may be blocked and wins that can end up on your tax return.
Norwegians who have moved abroad, to Spain or anywhere else, fall under the rules of their new home rather than Norwegian ones. For them a Norwegian version is simply about comfort, and the checks above on terms and support are what separate a real localisation from a lazy one.
Norwegian law targets the operators, not the players. Only Norsk Tipping and Norsk Rikstoto may offer gambling in Norway, so a foreign casino in Norwegian has no permit, but you are not committing a crime by playing. You do lose Norwegian protection, and your bank may refuse the payments.
Since February 2026 Norwegian internet providers have had to DNS block gambling domains named by Lotteri- og stiftelsestilsynet. The first order covered 134 domains. You land on a page explaining that the site is blocked and that you have done nothing illegal by visiting it.
Usually not. Only winnings from Norsk Tipping and Norsk Rikstoto are clearly tax free. A single win above NOK 10,000 from a commercial casino, even one licensed in the EEA, is normally taxable, and a Norwegian court has upheld that for a Malta registered operator.
Since June 2010 Norwegian banks have been required to reject payments to and from gambling companies without a Norwegian licence. The rule also covers payments routed through intermediaries, and it can stop withdrawals as well as deposits.
Omsetningskrav is the Norwegian word for the wagering requirement, the amount you must bet before bonus money can be withdrawn. A good Norwegian translation uses it consistently in the bonus terms and gives the same figure as the English version.
Some do, many do not. Norwegian chat is often staffed during the day with English or a shared Scandinavian team in the evening. Test the chat in Norwegian at the time you normally play before your first deposit.
