Outside the big world languages, Finnish is one of the most common options in casino lobbies, which is remarkable for a language spoken by a few million people. The reason is simple: while Veikkaus held the exclusive right to run gambling in mainland Finland, Finnish players looked abroad, and operators licensed in places like Malta and Estonia were happy to meet them in their own language.
That era is ending. Finland has passed a new Gambling Act, and from July 2027 licensed private operators can run online casinos for Finnish players. This guide covers what changes, what to check in the meantime, and how to tell a casino that really works in Finnish from one that ran its site through a translation tool.
The list below shows every casino in our database with a Finnish language version, wherever you happen to connect from. Being listed is not the same as being allowed where you live, so check the licence rules in your own country before you sign up.

Until 1 July 2027, only Veikkaus holds the right to offer online casino games in mainland Finland. Foreign casinos with a Finnish site operate without a Finnish licence, and your winnings there are only tax free when the casino is licensed in the EU or EEA. From July 2027, private operators with a Finnish licence can legally run online casinos in Finnish, supervised by the new Finnish Supervisory Agency.

Finnish Customer Support in Practice
Finnish is the mother tongue of more than four in five people in Finland, and outside the country its speakers are few. Sweden recognises it as a national minority language, but in practice a casino that adds Finnish is adding it for players in Finland. The language works almost like a postcode.
Well over a hundred casinos in our database list a Finnish version, which is a lot for a language with only a few million speakers. Finnish play has drifted to foreign sites for years, and since Finland uses the euro, an operator already serving the eurozone can add Finns without touching its cashier.
Under the current rules a foreign operator can run a Finnish language site as long as it does not actively market to Finland. Industry reporting suggests that once the licensed market opens, a Finnish version on an unlicensed site will draw the regulator’s attention on its own.
For decades the state owned Veikkaus has held the exclusive right to run gambling in mainland Finland, online casino included. Parliament approved the new Gambling Act in December 2025, licence applications opened on 1 March 2026, and the first licensed online casinos may go live on 1 July 2027.
Online casino games such as roulette, card and dice games, online slots, online bingo and betting move to a licence model. Licence holders pay a 22 percent tax on gross gaming revenue and must connect to a centralised self-exclusion system, so one request will cover every licensed site.
Lotteries, scratch cards and all physical slot machines and casino games stay with Veikkaus. Supervision moves from the National Police Board to the new Finnish Supervisory Agency, Lupa- ja valvontavirasto, which takes over licensing and oversight on 1 July 2027. Our Finland country guide follows the market as it opens.
Finnish does not forgive lazy translation. It has fifteen grammatical cases and builds long compounds where English uses a phrase. Casino terms packed with conditions still trip up translation software, and native readers notice straight away. Checks worth running before you deposit:
Treat it as a hint, not a verdict. When the terms themselves read badly, you end up relying on the English version in any dispute anyway.
Finns identify themselves online with their bank credentials, the pankkitunnukset, and casinos built for Finland lean on that habit. Pay N Play, developed by Trustly, lets you deposit straight from your online bank without filling in a registration form: the casino takes your identity from the bank, opens the account and sends withdrawals back to the same account. Here is how Pay N Play works in detail.
Because everything runs in euros through one bank account, there is no currency conversion and no separate wallet to keep track of. The catch is that payment blocks only work inside the banking system. When a site starts steering you towards crypto or offshore wallets instead, I would treat that as a reason to leave, not a workaround.
Our page on casinos with an Estonian licence covers one of the EU licences you will often meet on Finnish language sites.
For a Finnish resident, tax depends on where the gambling is organised, not on the language.
| Where the casino is licensed | Winnings for a Finnish resident | Worth knowing |
|---|---|---|
| Finland (Veikkaus today, licensed operators from July 2027) | Tax free | Finnish rules on limits and self-exclusion apply |
| Another EU or EEA country, such as Malta or Estonia | Generally tax free | No Finnish licence before July 2027, so Finnish protection tools do not apply |
| Outside the EU and EEA, such as Curaçao | Taxable as earned income | No EU regulator to turn to in a dispute |
For non-EEA winnings, the Supreme Administrative Court ruled in August 2026 that taxable slot income is assessed per playing session rather than spin by spin, so losing stakes within a session can be deducted. Losses in one session still cannot offset wins in another. If a big win from a non-EEA casino lands in your account, ask the Finnish Tax Administration before you file.
Finland already has a payment blocking system. The National Police Board can put an unlicensed operator on a list, after which Finnish banks and payment providers have to refuse transfers to it. The first company listed was Betsson’s subsidiary BML Group in 2024 after a dispute over marketing aimed at Finnish players.
Beyond that, enforcement has been light. Industry reporting from spring 2026 counted no prohibition orders against unlicensed operators in the previous twelve months.
That is expected to change once Lupa- ja valvontavirasto takes over. The new act lets the authority order unlicensed gambling and marketing aimed at Finland to stop, backed by conditional fines. A casino that happily serves Finland today may close Finnish accounts or drop its Finnish version after mid 2027, so do not leave a large balance on an unlicensed site as the date gets closer.
Support is where the effort behind a Finnish site becomes measurable.
Before you register, start a chat and ask, in Finnish, which documents they need before the first kotiutus and whether there is a monthly withdrawal limit. A precise answer in natural Finnish is what you want. English, or Finnish that reads as if it went through a translator twice, shows who you will face if a payout stalls.
Some casinos promise Finnish support but staff it only during Finnish office hours, with English speaking agents covering evenings and weekends. If the help page lists support languages, see whether Finnish comes with separate opening times. Email in Finnish is a decent fallback, and a written answer is easier to keep for a complaint.
In mainland Finland, your only Finnish licensed option today is Veikkaus. If you play at a foreign Finnish language site meanwhile, pick one licensed in the EU or EEA so your winnings stay tax free, prefer bank login over crypto, and run the translation and support checks above before the first deposit.
Then watch the licence list from July 2027. The licensed market brings one self-exclusion system across operators, a Finnish supervisor and Finnish language sites that someone can actually hold to account, which in my book beats any bonus a grey market site offers today. Finns who would rather read in Swedish have their own guide to Swedish language casinos.
Under the new Gambling Act, licensed private operators may start offering online casino games, online slots and betting to players in Finland on 1 July 2027. Licence applications opened on 1 March 2026. Until then Veikkaus keeps its exclusive right to run gambling in mainland Finland.
That depends on the licence, not the language. For Finnish residents, winnings from casinos licensed in Finland or elsewhere in the EU or EEA are generally tax free. Winnings from casinos licensed outside the EEA, for example in Curaçao, are taxable as earned income.
With Veikkaus holding a monopoly, many Finnish players looked abroad for more choice, which made Finland an attractive market for offshore operators. Finland also uses the euro, so EU licensed casinos could add Finnish players without new currencies or a different payment setup.
The National Police Board handles gambling licensing and supervision until the end of June 2027. From 1 July 2027 the Finnish Supervisory Agency, Lupa- ja valvontavirasto, takes over licensing and oversight of the new market, including action against unlicensed gambling and marketing.
At many Finnish facing casinos, yes. Pay N Play solutions such as Trustly let you deposit straight from your online bank and create the casino account from your bank details. Keep in mind that Finnish banks must block payments to operators on the national payment blocking list.
Yes. Under the new act players must be able to exclude themselves through one centralised system that covers every licensed operator. It only applies to casinos with a Finnish licence, so at sites licensed elsewhere you need to use their own exclusion tools as well.
