Is online gambling legal in Finland?
Right now only Veikkaus may legally offer casino games, betting and lotteries in mainland Finland. The new Gambling Act opens online casino and betting to licensed operators on 1 July 2027. Licence applications have been accepted since 1 March 2026, but no private operator may start before that date, and a site without a Finnish licence is not legal in Finland.

Finland has one of the highest rates of gambling participation in Europe, and for decades that activity has run through a single state-owned operator. Understanding how the market is structured today, and where it is heading, is the key to reading everything else on this page.
How the market works right now
Until the reform takes full effect, Veikkaus holds the exclusive right to offer gambling to people in mainland Finland. The Aland Islands are a separate case, with their own operator, PAF, under regional rules.

Is Online Gambling Legal in Finland?
The honest answer is that Finland is in transition. Today only Veikkaus may legally offer gambling to Finnish players, but a licensing system is already law and will open the market to competing online casinos in Finland in 2027. Supervision currently sits with the National Police Board’s gambling administration, which runs the licensing process until the new Finnish Supervisory Agency takes over in mid 2027.
