Croatian turns up in fewer casino lobbies than you might expect for a language with speakers spread from the Adriatic to Dublin. Besides Croatia itself, it is spoken by Croats in Bosnia and Herzegovina and by a large diaspora in Germany, Austria and Ireland. Only a dozen or so open casinos in our database offer it.
Part of the reason is Croatian law. Online licences go only to Croatian companies with a land-based casino, and the Tax Administration has blocked well over a thousand unlicensed addresses. This guide covers the rules where Croatian speakers actually live and shows how to tell real Croatian from a Serbian or Bosnian text with the flag swapped.
The list below shows every casino in our database with a Croatian version, from wherever you connect. Being on it says nothing about whether a casino may accept players in your country, so check the licence rules where you live before you sign up.

Yes, if you live in Croatia and choose one of the twelve companies authorised by the Ministry of Finance, such as Hrvatska Lutrija, Super Sport or Germania Sport. Their sites run in Croatian on .hr domains. Foreign casinos with a Croatian version have no Croatian authorisation and can be blocked. Croatian speakers in Germany, Austria or Bosnia and Herzegovina fall under the rules where they live.

Croatian became an EU language when Croatia joined on 1 July 2013, and in Bosnia and Herzegovina it shares official status with Bosnian and Serbian.
The diaspora is where it gets interesting. Germany’s Federal Statistical Office counted 434,035 Croatian citizens there at the end of 2023, and that leaves out the German born generations who still speak Croatian at home. Croatia’s own office for Croats abroad puts the community in Ireland at around 20,000, a number that jumped after Croatia joined the EU and has been sliding since 2017.
Burgenland Croats in eastern Austria have been a recognised minority since the State Treaty of 1955, with sister villages in Hungary and Slovakia. Same language, very different gambling laws.
Croatia does not hand online licences to anyone with a server and a payment provider. Under the Games of Chance Act, the applicant must be a Croatian company holding a 15 year casino right won in a government tender, with at least one land-based casino open. Online play then needs separate approval from the Ministry of Finance, and the annual fee for online casino games is EUR 600,000. Our Croatia country guide has the market overview.
When we checked in October 2026, the Tax Administration listed twelve companies authorised for online games, among them the state lottery Hrvatska Lutrija on lutrija.hr, plus Super Sport, Germania Sport, Admiral and Senator. Every one of them runs on a .hr domain.
Rizk, OlyBet, Luckia and Favbet are on that list too, but their Croatian sites are run by local companies. The same logo on a .com site in Croatian does not bring the licence with it.
Croatia fights unlicensed gambling through the tax code. Since 1 January 2019 the General Tax Act lets the Tax Administration order an unauthorised online operator to stop doing business, and internet providers then block the address. The published list dated 9 October 2026 held 1,443 gambling addresses.
What Croatia does not have is a power to block card or bank payments to those sites. That sounds like good news for the player and is not. A blocked casino can cut you off from your balance overnight, with no Croatian authority to turn to.
Read the dozen or so casinos in our database that offer Croatian with that in mind. A translation does not put a site on the Ministry’s list, and serving Croatia without that authorisation is exactly what the orders target. We do not recommend such sites to Croatian residents and will not help anyone get past a block.
Parliament amended the Games of Chance Act in April 2025, with most obligations biting from 1 January 2026. Gambling ads online, on television and on radio are banned between 06:00 and 23:00, bonus and free spin offers may only be promoted on the operator’s own site, and content creators may not promote or live stream gambling.
The national self exclusion register, run by the Croatian Institute of Public Health (HZJZ), began rolling out in November 2025. You sign up on the e-Građani portal or through an operator and choose anything from three months to a permanent exclusion. It works through the licensed operators, so it does nothing at a foreign site that never held a Croatian licence.
The same law set a progressive tax on lottery and betting winnings: 10 percent up to EUR 1,500, 15 percent up to EUR 4,000, 20 percent up to EUR 70,000 and 30 percent above that, with lottery wins up to EUR 100 left untaxed.
The legal options of a Croatian speaker follow the home address, never the passport.
| Where you live | Who licenses online casinos | Worth knowing |
|---|---|---|
| Croatia | Ministry of Finance, only for holders of a land-based casino right | Twelve authorised companies; over 1,400 addresses under ban orders |
| Bosnia and Herzegovina | Separate laws in the Federation, Republika Srpska and Brčko District | Licences go to legal entities registered in the country |
| Germany | GGL for virtual slots under the 2021 State Treaty; table games left to each state | 434,035 Croatian citizens at the end of 2023 |
| Austria | Casinos Austria and win2day under the current monopoly | A draft ending the monopoly was sent to Brussels for review in August 2026 |
For Croats in Munich or Frankfurt, a German licence is the one that counts, and our German language casino guide explains it.
Croatia replaced the kuna with the euro on 1 January 2023, at a fixed rate of 7.53450 kuna to the euro. Zagreb now pays in the same money as relatives in Germany, Austria and Ireland, so most Croatian speakers avoid conversion fees. Our page on euro casinos goes through what to check in a euro cashier.
The licensed Croatian sites add one rule of their own: player transactions have to run through an account opened in Croatia. Croats in Bosnia and Herzegovina are the exception on the currency side, since they are paid in convertible marks.
The switch also left a handy test. A Croatian version that still quotes minimum deposits or bonus caps in kn or HRK has not been touched since 2022, and if nobody updated the currency, nobody checked the wagering rules either.
Croatian, Serbian and Bosnian are close enough that a casino can paste one over another and hope nobody notices. Croatian readers notice in seconds.
Words like uplata, isplata and okretaji are shared across the region, so they prove nothing on their own. Look at the less common words in the bonus terms instead.
If you live in Croatia, stay with the companies on the Tax Administration’s list. You get the self exclusion register, a regulator in your own language and a site that will not vanish behind a blocking order with your balance inside. A foreign site in Croatian offers none of that.
In Bosnia and Herzegovina, the licence of your entity decides. In Germany, Austria or Ireland, the local rules apply, and a Croatian version is a pleasant extra rather than a test of legality. Run the language checks above and ask support something in Croatian before you deposit. The reply should come in proper ijekavian Croatian, not Serbian.
No foreign site may offer games of chance in Croatia without authorisation under the Games of Chance Act, whatever language it uses. The Tax Administration issues ban orders against such sites and internet providers block them, and a blocked site can leave your balance out of reach. We do not recommend them to Croatian residents.
In October 2026 the Tax Administration listed twelve companies authorised for online games, including Hrvatska Lutrija, Super Sport, Germania Sport, Admiral, Senator, PSK and the Croatian sites of Rizk, OlyBet, Luckia and Favbet. All of them run on .hr domains through companies seated in Croatia.
The 2025 amendments set a progressive tax on lottery and betting winnings, from 10 percent on amounts up to EUR 1,500 to 30 percent above EUR 70,000. Check with the Tax Administration how a specific casino win is treated before you count on the full amount.
Register in Registar igrača, the national self exclusion register run by the Croatian Institute of Public Health, through the e-Građani portal or with help from an operator. You can choose from three months up to a permanent exclusion, and it applies to every licensed online and land-based operator in Croatia.
No. Croatia blocks access to unlicensed sites through ban orders that internet providers carry out, but neither the Games of Chance Act nor the General Tax Act gives a power to block card or bank payments. That does not make those sites safe, since a blocked casino can still freeze your account.
Look for uvjeti instead of uslovi, tisuća instead of hiljada and tjedni bonus instead of nedeljni. Croatian month names such as siječanj and listopad are another sign, and so is correct use of č, ć and đ. Stray Cyrillic text means the site started from Serbian.
