How the Ban on Online Casinos in Indonesia Works
Indonesia does not regulate gambling, it prohibits it entirely, for both citizens and foreigners. The prohibition rests on the Criminal Code (Articles 303 and 303 bis) and Law No. 7 of 1974 on Gambling Control, reinforced by the ITE Law, whose Article 27(2) bans distributing or facilitating online gambling content. There is no licensing regime, no legal operator, and no tax framework, because none of these activities are permitted. A new Criminal Code, effective January 2026, even removed the old public place requirement, so private online gambling now carries the same penalties.
How enforcement works
Enforcement is coordinated and technology-heavy. Since late 2024 a multi-agency Online Gambling Eradication Task Force, Satgas Judi Online, has led the effort. The Ministry of Communication and Digital Affairs, Komdigi, has blocked millions of gambling sites and pieces of content, and in 2026 deployed an AI system, SAMAN, to detect hidden gambling ads and trace payment infrastructure in real time. The strategy has shifted from blocking sites to blocking money: the OJK has frozen more than 33,000 bank accounts linked to gambling, and enforcement extends to e-wallets and cryptocurrency. In the first half of 2026 alone, police handled hundreds of online gambling cases and arrested more than a thousand suspects.
Why online casinos in Indonesia stay off-limits
There is no tolerated lane and no regulator to fall back on, so every offshore casino accepting Indonesian players is unlawful and offers no domestic protection. Enforcement is especially strict in Aceh, which applies Sharia law and can impose public flogging for gambling.
