Which casinos are licensed in Rhode Island?
Only one. Bally’s holds an exclusive contract with the Rhode Island Lottery to run internet gaming through its Twin River Lincoln and Tiverton properties. The Lottery holds primary authority. The Department of Business Regulation and the Rhode Island State Police provide additional compliance and licensed gaming functions. Governor Dan McKee signed Senate Bill 948 in 2023, authorising internet gaming and naming Bally’s as the operator through its two Rhode Island properties. The market went live on 5 March 2024 after a four day technical trial. IGT was written in as an official vendor at the same time.
Because the state authorised a single operator by statute rather than running a licensing round, the conditions attached to Rhode Island licensed casinos are set in law rather than negotiated per applicant.

The operator must verify age and identity, confine play to people physically inside Rhode Island through continuous geolocation, run independently tested games, comply with consumer protection regulations, support responsible gambling tools and report revenue to the Lottery monthly. The authorising law also increased the annual sum Bally’s contributes toward problem gambling services.

No Rhode Island law targets the dual currency model and no bill has been filed, which leaves sweepstakes platforms operating under federal rules rather than state gaming law.
