Online Casinos in Bolivia
Bolivian online gambling is often described as a grey area, but the regulator sees it differently. Ley 060 de Juegos de Lotería y de Azar, promulgated on 25 November 2010, says games of chance need authorisation from the Autoridad de Fiscalización del Juego, the AJ, and it covers games run by digital or technological means as well as those in a venue. The AJ has not authorised a single online casino, so there is no legal online casino for players in Bolivia. Is online casino play legal in Bolivia?
Not on any site available today. Ley 060 of 2010 says games of chance need authorisation from the Autoridad de Fiscalización del Juego (AJ), and the AJ reads the law as covering games run by digital means. It has not licensed any online casino, so sites serving Bolivian players operate without authorisation, whatever foreign licence they show. The AJ had 27 such sites suspended in 2023 and warns people not to play on them.
What Law 060 Means for Online Play
Ley 060 was written before online casinos took off, and it does not set out a separate licensing route for internet operators. What it does say is that games may be run by digital, technological, manual or any other means, and in 2021 the AJ read that clause as bringing online gambling inside the Bolivian legal framework. The result is simple: an online casino needs the same AJ authorisation as any other game of chance, and none has been granted.
The AJ acts on that reading. In 2023 it worked with ADSIB, the state agency for the information society, to have 27 online betting and casino sites suspended, and its executive director said at the time that sports betting is not allowed in Bolivia at all. The authority asks the public not to play games that lack its authorisation, warns that unsupervised sites with no presence in the country can turn into scams where winnings never arrive, and has asked media and influencers to stop promoting illegal gambling.
What this means for players in Bolivia
A licence from another country does not make a site legal here. If you play on a site the AJ has not authorised, there is no Bolivian regulator behind you when a withdrawal stalls or an account is closed. You can check authorisations or report a suspicious site, anonymously if you like, through the AJ portal, the AJ Móvil app or its regional WhatsApp lines.
Proposals to add explicit online rules to Ley 060 have been discussed since 2020, but as of early 2026 none had become law. Are land based casinos legal in Bolivia?
Yes, but only with AJ authorisation. The AJ grants a limited number of licences to land based casino and slot machine venues, inspects premises and seizes machines that run without authorisation. Operators of illegal gambling can be fined and can also face criminal proceedings.
