Kangwon Land and the foreigner-only casinos

South Korea runs a deliberately split casino system, and it produces one of the most unusual rules in world gambling.

The one casino locals can enter

There are around 17 licensed land-based casinos in South Korea, but only one, Kangwon Land in Gangwon Province, admits Korean citizens. It was created as a regional redevelopment project for former mining areas, which is why it holds this special status. Even there, controls are strict: locals are limited to 15 visiting days per month, there are bet caps and cooling-off measures, the minimum age is 19, and ID checks are mandatory.

Everywhere else is foreigners only

The other casinos, including well-known resorts in Incheon, Seoul, Busan, and on Jeju Island, are reserved for foreign passport holders under the Tourism Promotion Act. Korean nationals are not allowed to gamble at them, and doing so can bring legal consequences. This dual system lets the country earn tourism revenue while keeping domestic access tightly limited.
