Moldova Casinos

Online casinos in Moldova are a state monopoly: only the state-owned National Lottery of Moldova may offer games of chance online, and private online casinos cannot be licensed to serve residents.

Online Casinos in Moldova: A State Monopoly

Moldova regulates gambling tightly, but not through an open licensing market. Since Law 291/2016 on organising and conducting games of chance, lotteries, sports betting, slot halls and games played over the internet have been a state monopoly run by the joint stock company National Lottery of Moldova. Private companies can only be licensed to run a land-based casino, so for residents there is no such thing as a privately licensed online casino in Moldova.

Is online gambling legal in Moldova?

Only through the state. Law 291/2016 made online games of chance, sports betting, lotteries and slot halls a state monopoly organised by the National Lottery of Moldova. Private operators cannot get a licence for online casino games, only for land-based casinos, and the Public Services Agency asks for websites offering unauthorised games to be blocked. If an online casino is not run by the state lottery, it is not legal for Moldovan residents.

How Gambling Is Regulated in Moldova

Law 291/2016, adopted on 16 December 2016, splits gambling into five activities: casinos, lotteries, gaming rooms with slot machines, sports betting and games of chance over electronic networks. Four of them belong to the state monopoly, and the National Lottery of Moldova is the only organiser allowed to run them. In 2018 it brought in private partners under a 15 year public private partnership, but the right to offer the games stays with the state company.

Casinos are the exception. A private Moldovan company can run a land-based casino under a licence from the Public Services Agency if it meets strict capital and experience conditions. The State Inspectorate for the Supervision of Non-Food Products and Consumer Protection supervises the sector, and any advertising of games of chance, online games included, is prohibited.

What Moldovan Players Should Know

The practical rule is short. You may play the lotteries and online sports betting offered by the National Lottery of Moldova, and you may visit a licensed land-based casino. You may not treat a privately run or foreign online casino as a legal option, because the law has no licence for one and the Public Services Agency can have such sites blocked. Running games in breach of the monopoly is a criminal offence for the organiser.

If you do play through the state channels, set a budget and a time limit before you start, and stop when it stops being fun. Our responsible gambling page explains where to find help. For questions about tax on winnings, the State Tax Service of Moldova is the place to check, and the country guides hub covers the rest of the region.

Can I use international casino sites from Moldova?

No. Under Law 291/2016 games of chance over the internet are a state monopoly, and only the National Lottery of Moldova may organise them. A foreign licence counts for nothing here, and the Public Services Agency can ask for sites offering unauthorised games to be blocked. If you want to bet legally in Moldova, the state lottery’s own products are the only online route.

Are gambling winnings taxed in Moldova?

Yes. Under the Moldovan Tax Code the payer of the winnings withholds an 18 percent income tax before paying you, and for casino and slot wins the base can be the difference between what you won and what you staked, if you can document it. The details depend on the type of game, so check with the State Tax Service of Moldova or a local tax adviser.
