AGCO Fines Betty Gaming $120K Over Underage Accounts

Ontario’s gambling regulator has issued $120,000 in penalties against Betty Gaming Ltd. after a control failure on Betty.ca allowed 23 underage individuals to register accounts, nine of whom deposited money and gambled. The operator reported the flaw itself in November 2025 and still faced a six-figure penalty covering two breaches of the Registrar’s Standards for Gaming.

Ontario’s gambling regulator has come down on another licensed operator, this time over one of the market’s most basic rules. The AGCO has fined Betty Gaming Ltd. $120,000 after gaps in the company’s age-verification and player eligibility systems let underage users onto the Betty.ca platform. Nine people below the legal gambling age opened accounts, deposited money and placed real wagers. Another 14 registered accounts without funding them.

The case started with the operator itself. Betty Gaming flagged the flaw in November 2025, after spotting a control failure on its own site. That disclosure did not spare the company a six-figure penalty. Instead, the regulator used the outcome to restate where responsibility sits when a system goes live before it works properly.

Why the AGCO Fined Betty Gaming

The investigation traced the problem to how Betty.ca handled registration. Ontario requires operators to verify a player’s eligibility before an account becomes active, and the site’s controls did not hold up. Twenty-three underage individuals slipped through in total. Nine of them went further and gambled with real money.

That split matters for how regulators weigh harm. Registration alone counts as a serious lapse, but deposits and wagers turn a process failure into actual underage gambling. Both categories fed into the AGCO decision to fine Betty Gaming rather than issue a warning.

Two Rules Betty Gaming Failed to Meet

The AGCO split its fine against Betty Gaming across two provisions of the Registrar’s Standards for Gaming. Section 3.01, requirement 1(a) bars operators from letting underage individuals create accounts, reach gambling services or play online. Section 3.04 covers the step before that, requiring operators to collect, verify and validate player information before an account opens.

Together the two rules form a sequence. One sets the outcome operators must prevent, and the other sets the process that prevents it. Betty Gaming missed on both counts, so the penalties attached to each contravention add up to $120,000.

Ontario Draws the Line at 19

Ontario sets its legal gambling age at 19 for casino games and sports betting. Online lottery products sit slightly lower at 18, and that remains the only exception in the province. Operators carry the duty of holding that line, not players. That threshold sits underneath the AGCO decision to fine Betty Gaming.

Dr. Karin Schnarr, the AGCO chief executive and registrar, called the age requirement one of the most basic safeguards in Ontario’s regulated market. She said young people must not be able to open accounts, deposit money or gamble online. Her wider point focused on timing. Operators need to confirm their systems work before those systems go live, because the regulator will act when they do not.

Betty Gaming Can Still Appeal

The penalty is not final yet. The AGCO issued its fine against Betty Gaming as an Order of Monetary Penalty, and that format carries an appeal route. Operators have 15 days to challenge such an order, so the window remains open. Any appeal would go to the Licence Appeal Tribunal. That independent body sits under Tribunals Ontario and works separately from the regulator.

So far the company has not signalled its intentions publicly. The regulator has also stayed quiet on whether it will attach further conditions to the operator’s registration. The announcement itself stayed narrow, covering the verification shortcomings and the access those gaps handed to underage users.

Ontario’s Enforcement Record Keeps Growing

Ontario opened its online market to private operators in 2022, and enforcement activity has picked up steadily since. In January, FanDuel Canada paid $350,000 after failing to identify and report suspicious activity across 144 table tennis wagers. In May, Relax Gaming and Arrise Solutions each took a $40,000 penalty after Ontario residents reached unregulated gambling content through their games.

Those cases covered market integrity and content distribution. The AGCO decision to fine Betty Gaming moves the focus to player protection. The youngest users sit at the centre of that framework. Three compliance areas in seven months point to a regulator working across its full range of standards.

What Operators Should Take From the Case

The lesson sits in the sequence of events. A registered operator built a system, launched it, found a flaw and reported it, then still absorbed a $120,000 penalty. Self-reporting carries weight in a regulatory relationship, but it does not undo the harm caused while a control gap stays open.

For everyone else holding an Ontario registration, the takeaway comes down to timing. Verification systems need testing and proof before players reach them. The regulator treats a live flaw as an operator failure regardless of who spots it first. The AGCO chose to fine Betty Gaming after a voluntary disclosure, so other licence holders should assume the same standard applies to them.
