Balkan Gaming Federation Brings Seven Nations Together

Seven gambling industry associations from across Southeast Europe have joined forces to launch the Balkan Gaming Federation, a new regional body designed to improve coordination and strengthen the sector’s presence on the international stage. The agreement was signed in Belgrade and marks the first formal platform of its kind for the region.

Serbia’s AGOS and Bulgaria’s AOGGAB led the founding initiative. Associations from Croatia, Romania, Montenegro, Bosnia and Herzegovina, and North Macedonia also signed on, bringing together a broad coalition of operators, suppliers, and manufacturers active across both online and land-based segments.

A Unified Voice for a Fragmented Region

The Balkan Gaming Federation fills a gap that has grown harder to ignore. Across the region, national associations have long dealt with similar pressures in isolation, from rising competition with unlicensed operators to misaligned regulatory frameworks between neighboring jurisdictions. A shared body gives them a structure to respond collectively.

The founding memorandum outlines several priorities for the Federation’s early work. Tackling illegal gambling sits at the top of the list, alongside promoting fair competition and exchanging regulatory knowledge between member countries. The Federation also plans to coordinate on legislative developments and work together to attract new investment into Balkan markets.

Beyond those immediate goals, members intend to develop joint communication channels, organize shared industry events, and build platforms for ongoing engagement across participating countries. The groundwork is already underway.

Regional Associations, European Framework

Several of the founding associations already hold membership in the European Gaming and Amusement Federation, which operates at the continental level. The Balkan Gaming Federation is structured to complement that broader framework while maintaining its own identity and regional priorities.

This positions the Federation as a practical link between local coordination and wider European representation. Founding discussions placed clear emphasis on balancing regional autonomy with alignment to European standards, so the body can engage credibly at both levels.

The next formal step comes on May 26, 2026, during the Belgrade Future Gaming exhibition. At that meeting, members will review and vote on the Federation’s official statute, while continuing to develop its governance structure and long-term direction.

Why the Timing Matters

The Balkan Gaming Federation is launching at a moment when gambling regulation across the region is moving fast and in multiple directions at once. Each member country is navigating its own set of policy pressures, and the divergence between national frameworks has become increasingly difficult to manage without a coordinated industry response.

Serbia has recently allowed domestically licensed operators to offer jackpots, a deliberate move to channel players toward regulated platforms. Bulgaria is debating whether to raise the legal gambling age, reflecting sustained political pressure to tighten oversight. Romania is deepening cooperation between regulators and policymakers to strengthen player protection.

The picture is similarly active elsewhere. Montenegro has seen disputes between the industry and government over proposed tax changes. Croatia is rolling out a reform package that includes a new self-exclusion system. North Macedonia’s political leadership is pushing for further restrictions, while Bosnia and Herzegovina is weighing potential changes to its tax framework, including discussions around removing VAT exemptions for the gambling sector.

A Platform Built for This Moment

Taken together, these parallel developments make the case for the Balkan Gaming Federation clearly. When every member country is revising its rules at the same time, a regional body becomes far more than a networking exercise. It becomes a practical tool for managing change across borders.

The Federation gives member associations a shared channel to track legislative shifts, align their positions, and present a coordinated case to policymakers both regionally and in Brussels. For operators and suppliers active across multiple Balkan markets, that kind of alignment has real value.
