The regulator, known as SPA, published Public Consultation Notice SPA/MF No. 3/2026 in the Federal Official Gazette on July 22. Once September 9 passes, SPA will assess the submissions under Article 31 of Decree No. 12,002 of April 22, 2024.

The legal scaffolding behind the notice runs deep. It draws on powers granted by Decree No. 11,907 of January 30, 2024, and refers back to Law No. 13,756 of 2018 and Law No. 14,790 of 2023. Those two laws created and then expanded the framework that made regulated betting possible in the country.
