Estonia Rethinks Online Casino Tax Cut After Revenue Falls Short

Estonia lowered the tax on licensed online casinos to pull more operators into its market. Eight months on, the government is preparing to reopen that decision. Prime Minister Kristen Michal has confirmed that Estonia’s online casino tax reduction will return to the table during state budget and fiscal strategy discussions, because gambling receipts came in below forecast instead of above it.

The mechanics were simple. Lawmakers in Estonia approved a cut to the online casino tax from 6% to 4%, phased across two years, on the argument that a sharper rate would broaden the tax base. So far the market has not moved. No new online casino has registered in the country since the change passed, and two licence applications remain under review.

That leaves the government holding a lower rate and a smaller take at the same time. Michal now wants an early assessment rather than the two-year review written into the original law. Budget pressure is the reason, and it is considerable.

The Riigikogu approved the measure in December. Eesti 200 MP Tanel Tein steered it through parliament with backing from the Reform and Eesti 200 coalition. Supporters argued that a 4% rate would place the country among the most competitive licensing destinations in Europe, drawing international brands away from heavier markets.

The logic was familiar. Lower the rate, attract volume, recover the difference through a wider base. Estonia’s online casino tax became one of the cheapest in the European Union on paper. But operators did not follow.

Defenders of the policy point to timing. Licensing and relocation decisions take months, sometimes far longer, and two applications are still working through the process. Eesti 200 has argued that a fair judgement needs more than a single budget cycle. Michal partly accepts the point, saying the government needs more information before settling anything.

The Finance Ministry Saw This Coming

Warnings about the online casino tax in Estonia existed well before the vote. The Finance Ministry projected that the reduction would open a widening hole in state revenue if no new operators arrived. Its forecasts put the loss at €6 million in 2026, €8 million in 2027, €10 million in 2028 and €13 million in 2029.

Those figures now read less like a worst case and more like a baseline. Coalition members who opposed the measure raised the same objection at the time, questioning why the state should surrender immediate income for growth nobody could guarantee. The early review Michal has called for effectively tests that objection against real numbers.

A separate problem made the shortfall worse. A drafting error removed tax obligations from certain forms of remote gambling at the start of 2026. The Riigikogu corrected the text in February, and operators were asked to make voluntary payments covering the missing period.

Culture Funding Draws a Hard Line

Michal has been direct about one condition. Cultural funding must not absorb the cost of the error, and the government has already replaced part of the money lost during that gap. The rest, he said, still needs to be found somewhere.

That framing matters politically. Gambling tax income feeds cultural and sporting programmes, so a shortfall lands on a constituency with a loud voice and strong parliamentary allies. A Budget With No Room to Absorb Losses

The timing could hardly be worse for the policy. Estonia is assembling its 2027 budget with growth forecast at 2.5% for 2026 and the general government deficit heading toward 4.4% of GDP. Defence spending has climbed above 5% of GDP because of security concerns tied to Russia.

Parliamentary arithmetic adds another layer of difficulty. The governing coalition controls 50 of the 101 seats in the Riigikogu after two MPs left the governing parties. Passing a budget on that margin demands cooperation, and a contested tax measure hands opponents an easy target.

What Estonia Decides Next Will Travel

The review will produce one of three outcomes. The government keeps the 4% rate and waits, restores the 6% rate, or settles somewhere in between. Michal has already signalled that cutting further is off the table while receipts stay soft.

The wider industry has good reason to watch. Several European jurisdictions have debated rate reductions built on the same theory, and few live examples exist to measure the result against. Estonia’s online casino tax experiment delivered a clear answer inside its first year, and lawmakers did not like what it said.

Two licence applications still sit in the queue. If either converts, supporters gain a real argument to defend the policy with. If neither does, the case for restoring the higher rate becomes very hard to resist during a budget round this tight.
