What a Hungarian forint casino actually is

Payment service providers must reject card transactions that carry a gambling merchant category code and are routed to a country other than Hungary. They may only hold or open payment accounts for operators that appear on the regulator register. The regulator publishes a blacklist of blocked domains and blocked payment accounts, and it is a public document.
Account level restrictions
The regulator can also restrict deposits and withdrawals on accounts identified as being used to gamble with unlicensed sites, and it has stated plainly that winnings from those sites may not reach the player once restrictions apply. For a player the practical consequence is not a penalty notice, it is a balance that cannot move.
Hundreds of domains are already blocked
Blocking of unlicensed sites has been running since 2014 and has been applied in waves, covering casino, sportsbook and crypto gambling domains, including a long list of brands most players would recognise. Affiliate sites have been included in those blocks.
What this looks like from the player side
A card declined with no explanation, a transfer that reverses two days later, or a withdrawal that stays pending. Sports betting opened, casino did not
Remote sports betting was liberalised so that an operator established in the European Economic Area can hold a Hungarian licence through a local presence. The requirements are steep by design
Applicants must show years of licensed operation inside the European Economic Area, keep a Hungarian company and local infrastructure, meet substantial capital requirements, and pay licence and supervision fees on top of gaming tax. An operator that offered unlicensed gambling in the recent past is excluded outright, which rules out much of the offshore field by definition.
Almost nobody applied
Years after the opening, the regulator reported no foreign applications for the new regime beyond the state operator and a small number of land based concession holders. Several international operators said publicly that the terms made entry unattractive.
The legal argument has never gone away
The Court of Justice of the European Union held in 2018 that the Hungarian rules on casino concessions and online casino games discriminated against operators established in other member states. The structure has been amended since, but the underlying dispute about whether the model is compatible with free movement of services has continued, and further liberalisation has been discussed since the change of government in May 2026. Nothing has been enacted, so what is described here is what applies today.
