Polish Zloty Casinos

Poland has exactly one legal online casino, and the state owns it. Casino games online are an exclusive monopoly held by Totalizator Sportowy through Total Casino, while private operators can be licensed for sports betting and nothing else. That single fact explains almost everything about playing in zloty.

It also explains the blacklist. The Ministry of Finance runs a public register of blocked domains that internet providers must enforce and payment providers must respect, and it has grown to tens of thousands of entries. This page covers what is actually permitted, what a zloty balance is worth outside that system, and how money moves in and out.

The zloty is supported by a wide range of international operators, none of which can hold a Polish casino licence because that licence does not exist outside the monopoly. 173 of the casinos we track accept Polish zloty. Every one has been checked for its licence, its payout record and the terms attached to its bonuses.

Read the monopoly section below before the list. It sets out what the law says and what it means for you in practice.

Which casinos are best for playing in Polish zloty?

Only one online casino is licensed in Poland and it is the state operator, so every other site accepting zloty sits outside the Polish system. That makes the operator rather than the licence the thing to judge. Look for zloty as an account currency you can select at registration, a deposit route that has not been cut off by the payment blocking rules, and a withdrawal limit you could clear a real win through. Poland also differs from most markets on this site in that participation in unlicensed gambling is itself an offence, even though enforcement concentrates on operators.

What a zloty casino actually is

A zloty casino holds your balance in zloty. You deposit zloty, your bets settle in zloty, and you withdraw zloty, with nothing converted along the way. That is a smaller group of sites than the ones advertising zloty, and the difference costs real money.

Displaying zloty is not holding zloty

Plenty of international operators quote everything in zloty while the account underneath sits in euro. Each movement in and out converts at a rate the operator sets, and it never appears as a fee. You see the number you expect on screen and a smaller one in your bank.

The registration screen is the test

Open the signup form before funding anything and look for PLN in the account currency list. If it is there, the account is genuinely in zloty. If the currency is fixed at registration and zloty only shows up in the cashier, you are paying a spread on both legs of every round trip.

Why this matters more here

On most currency pages this is a cost question with a regulator somewhere behind it. Outside the Polish monopoly there is no domestic authority reviewing an operator conversion rate, no complaints body and no route to appeal. The number is whatever the site says it is.

Two beams striking metal coins, one passing straight through at full brightness and one bent and dimmed after passing through frosted glass

The state monopoly and what it covers

The Gambling Act of 2009, substantially amended in 2016 and in force since April 2017, splits the Polish market in a way that is unusual even by European standards.

What the state keeps

Online casino games are reserved exclusively for Totalizator Sportowy, the state operator, which runs them through its Total Casino platform. Number games, cash lotteries and slot machines outside casinos are also state monopolies. No private company can be licensed to offer online casino play to Polish residents, whatever licence it holds elsewhere.

What private operators can hold

Online sports betting, and only that. Licences are issued by the Ministry of Finance after a demanding process, and the tax is twelve percent of turnover rather than of gross revenue, which is a far heavier burden than it sounds and shapes the odds you see.

The part that differs from most markets

Under the penal fiscal code, taking part in unlicensed gambling is itself an offence in Poland, not just providing it. In practice enforcement has concentrated on operators, payment providers and internet providers rather than on individual players, and prosecutions of players are rare. But the legal position is genuinely different from Australia, Norway or South Africa, where the offences sit with the operator alone, and it would be dishonest to present it as the same.

Blocking, payments and the register

Poland does not rely on the prohibition alone. It runs two enforcement systems in parallel, and both of them will affect you before any legal question does.

The domain register

Since July 2017 the Ministry of Finance has maintained a public register of domains offering gambling in breach of the Act. Internet providers must block every entry from the moment it is listed. It has grown to roughly fifty five thousand domains, which is a measure of both the scale of enforcement and its limits, since operators answer with mirror domains almost immediately.

Payment blocking

Payment service providers are forbidden from processing transactions to listed domains, and both they and internet providers face administrative fines running to hundreds of thousands of zloty for non compliance. This is why a card or transfer that worked previously can be refused without explanation.

What it means in practice

A site that loaded last month may not resolve today, and the money route you used may close before the site does. Do not leave a balance sitting where you cannot reliably reach it, and do not assume that a working deposit method will still work when you want to withdraw.

How we test zloty casinos

Every site here goes through the same process. We open an account, fund it, play, and request a withdrawal, because the cashier is where an operator tells you the truth about itself.

What we check on every site

  • Whether zloty can be chosen as the account currency at registration or only appears as a display.
  • Whether deposits actually clear from a Polish bank given the payment blocking rules.
  • The real minimum deposit and minimum withdrawal in zloty, which are frequently different figures.
  • Withdrawal limits per day, week and month, since this is the term that strands a win.
  • Bonus terms as written: wagering multiple, maximum bet while a bonus is live, and game contribution.

What we cannot check

Outside the monopoly there is no Polish regulator to appeal to, no local complaints process and no compensation scheme. A long payout record is evidence rather than a guarantee, and saying that plainly is more useful than implying a protection that is not there.

Depositing in zloty

Minimum deposits at zloty sites usually sit between twenty and fifty zloty. The figure the cashier enforces is the one that counts, not the one on the promotional page.

Why a payment can simply fail

Payment providers are legally required to refuse transactions to domains on the register, and Polish banks apply gambling merchant codes cautiously on top of that. A refusal usually comes from the payment chain rather than from the casino, and it rarely explains itself.

What tends to work

BLIK and ordinary bank transfer are the native Polish rails and settle in zloty end to end. International wallets such as Skrill and Neteller hold genuine zloty balances if you open them that way. Crypto is what larger offshore sites push, and it clears reliably while adding a second exchange rate on top of the first.

Pick the currency deliberately

Most sites lock the account currency permanently at registration. Accepting whatever is suggested from your location can leave you in euro without noticing, and switching later normally means a second account, which is a terms violation.

BLIK

The Polish mobile payment standard. Tied to your bank account, settles in zloty in seconds and costs nothing. Common for deposits and much rarer for withdrawals.

Bank transfer

The same zloty to zloty movement more slowly. Reliable for larger amounts and the usual fallback when a faster route is refused.

Debit cards

The most likely to be declined, because card payments run through exactly the providers the blocking rules bind. Keep a second method ready.

International wallets

Nothing converts if the wallet itself is held in zloty. A wallet opened in euro converts on both legs and costs you twice.

Prepaid vouchers

Useful as a hard spending limit and reliable for funding an account. Almost never supported for withdrawals.

Crypto

Pushed by the larger offshore sites because it avoids the regulated payment chain. Fast, but you take an exchange spread in each direction.

Payment methods that settle in zloty

Not everything on a zloty cashier page moves zloty, and in Poland the bigger question is often whether the route works at all rather than what it costs.

BLIK and bank transfer

BLIK is the Polish mobile payment standard, tied to your bank account and settling in zloty in seconds. Ordinary transfer does the same more slowly. Both are native, both are cheap, and both are visible to the payment chain that the blocking rules operate on.

Cards and wallets

Card deposits are the most likely to be refused, because they run through exactly the providers the rules bind. Wallets hold genuine currency accounts, so nothing converts if the wallet itself is in zloty, while one opened in euro converts on both legs.

Check the payout side first

BLIK is common for deposits and much rarer for withdrawals. Confirm before you fund the account that your chosen method also pays out, because discovering otherwise at withdrawal is how balances get stuck.

Many rails of light meeting a dark barrier with a single narrow gap, one rail passing through while the rest stop dead in bursts of sparks

Withdrawing in zloty

Withdrawal is where a genuine zloty account earns its keep. A payout that is never converted arrives at the number you asked for, and one that converts arrives lighter with nothing itemised to explain the gap.

The two numbers that decide everything

Minimum withdrawal is often higher than minimum deposit, so a site that takes small deposits can hold a small balance indefinitely. The withdrawal limit per day, week or month decides how long a real win takes to reach you, and it matters far more than the advertised processing speed.

Verification arrives at the payout

Most sites outside the monopoly verify identity at first withdrawal rather than at signup, so expect to send documents when you are trying to get paid. Use your own name and your own bank account from the start, because a mismatch between account holder and payee is the most common reason a first payout is frozen.

Minimum withdrawal is not always the same as minimum deposit. Where it is higher, a small balance can sit stranded until you top it up.

Gambling Act 2009

The governing law, substantially amended in 2016 and in force since April 2017. It reserves online casino games for the state and opens sports betting to licensed private operators.

Totalizator Sportowy

The state operator and the only lawful online casino in Poland, trading as Total Casino. No private company can be licensed for online casino play.

Ministry of Finance

Issues betting licences and maintains the public register of blocked domains. It is the enforcement centre rather than a consumer complaints body.

The domain register

Live since July 2017 and now around fifty five thousand entries. Internet providers must block every listing and payment providers must refuse transactions to it.

Penal fiscal code

Makes participation in unlicensed gambling an offence, not only its provision. Enforcement concentrates on operators and payment chains, but the exposure exists.

Player tax

Ten percent on a single win above 2,280 zloty. A rise to fifteen percent for 2026 was vetoed in late 2025 and the lower rate still applies.

Tax on winnings

Poland taxes players directly, which most of the markets on this site do not, so it is worth understanding before a large win rather than after one.

The rate

Ten percent applies to a single win above 2,280 zloty. Wins at or below that threshold are not taxed. A proposal to raise the rate to fifteen percent from 2026 was vetoed at the end of 2025, explicitly to avoid pushing more players toward the grey market, so ten percent still stands.

Who handles it

At the licensed operator the tax is deducted and remitted for you, and you receive the net amount. Outside that system nobody withholds anything on your behalf, which does not remove the obligation, it moves it to you.

Operators pay separately

Licensed betting operators pay twelve percent of turnover rather than of gross revenue, which is one of the heaviest structures in Europe. That cost shows up in the odds and in the size of promotions rather than on any page that mentions tax.

The zloty compared with other currencies

On choice the zloty is well served, because most large international operators support it. On lawful choice it is the most restricted currency on this site, since exactly one online casino may legally serve Polish players.

The comparison worth making

A Swedish player picks between many licensed operators under one regulator. A Polish player picks between one state operator and everything else. That is a sharper split than anywhere else in this section, and it is the reason the market looks the way it does.

Poland and Norway are not the same

Both run monopolies, but Norway blocks the money and the domain while stating plainly that the player breaks no law. Poland blocks the money and the domain and also makes participation an offence. If you compare the two markets, that is the difference that actually matters.

Things to keep in mind

  • One online casino is licensed in Poland and the state owns it. Private licences exist for sports betting only.
  • Participation in unlicensed gambling is an offence here, unlike most markets we cover, even though enforcement targets operators.
  • The domain register holds roughly fifty five thousand entries and internet providers must block every one.
  • Payment providers must refuse transactions to listed domains, so a deposit route can close without warning.
  • Pick zloty at registration. Most sites lock the account currency permanently and a converted balance costs you twice.
  • Winnings above 2,280 zloty are taxed at ten percent, and outside the licensed operator nobody withholds it for you.
  • Do not leave a balance on a site you may not be able to reach next week.

Polish Zloty Casinos FAQ

Is it legal to play at an online casino in Poland?

Only at one. Online casino games are a state monopoly held by Totalizator Sportowy through its Total Casino platform, so that is the single lawful option. Private operators can be licensed for online sports betting but not for casino games, and every other site offering zloty casino play is unlicensed here.

Can I be fined for playing at an offshore site?

Poland is unusual in that participation in unlicensed gambling is an offence under the penal fiscal code, not only the provision of it. Prosecutions of individual players are rare and enforcement concentrates on operators, payment providers and internet providers, but the exposure is not zero the way it is in Norway or Australia.

What is the domain register?

A public blacklist run by the Ministry of Finance. Internet providers must block every domain on it and payment providers must refuse transactions to those sites. It has grown to roughly fifty five thousand entries, and operators respond with mirror domains, which is why a site that worked last month may not resolve today.

Why does the state casino feel more limited?

Because it has no competition and operates under monopoly rules. Fewer games, smaller bonuses and fewer payment methods are the normal consequences, and they are the main reason Polish players look elsewhere. That is a description of the market rather than a recommendation.

Do I pay tax on winnings in zloty?

Yes, ten percent on single winnings above 2,280 zloty. A rise to fifteen percent for 2026 was proposed and then vetoed, so the ten percent rate still applies. At the licensed operator the tax is handled for you, which is not the case elsewhere.

Is Poland going to open the market?

There is an active debate, with industry bodies arguing the monopoly has not achieved what it was meant to and pointing at the scale of the blacklist as evidence. Nothing has been enacted. Treat liberalisation as a discussion rather than as a plan with a date.
