The United States is a separate question

This is the part that matters most and is most often glossed over. Online casino gambling is regulated state by state in the US, not federally. A handful of states license real money online casinos and run them under their own regulator. Everywhere else, no licensed option exists, and the international sites that accept dollars are not licensed to serve those players.

That distinction is not academic. On a state licensed site your funds are protected under state rules, disputes go to a regulator you can actually reach, and self exclusion is enforced. On an offshore site none of that applies, however professional the site looks and however readily it accepts your deposit.

Sweepstakes and social casinos occupy a third category. They operate under promotional sweepstakes law rather than gambling law, use virtual currencies rather than dollars, and are available in most states. They are legal, but they are a different product and should not be compared to a licensed real money casino.

Every casino here has been through the same checks: open an account, fund it, play, and request a withdrawal.

• The licence, and whether the regulator actually covers players where the site is marketed.
• Whether the account is genuinely held in dollars or converted behind the scenes.

Withdrawing in dollars

Payouts in dollars are slower on average than in euro, and the reason is the banking rails rather than the casino. E-wallets clear same day once approved. Card refunds take three to five working days. Bank wire is the slowest and frequently carries a fee from the intermediary bank, sometimes 25 to 50 dollars, which is deducted from the amount you receive rather than shown up front.

Two numbers decide more than the stated processing time. The minimum withdrawal is often higher than the minimum deposit, so a small balance can sit stranded. The withdrawal limit, written per day, week or month, decides how long a large win takes to arrive in full. A site with no stated limit is not necessarily generous, it may simply handle large payouts case by case.

Payment methods that work with dollars

Dollar accounts have the widest method list of any currency, but the list on the site and the list that actually works are not the same thing.

E-wallets such as Skrill and Neteller hold native dollar balances and are the most reliable route in both directions. Prepaid vouchers work for deposits and almost never for withdrawals. Cards work when the issuing bank permits gambling, which varies by bank rather than by country, so two people in the same city can have opposite experiences.

Crypto deserves a mention here because it behaves differently from every other option. It is not blocked by card networks, it settles in minutes, and it is priced against the dollar so the amounts feel familiar. The trade off is that the value moves while you hold it, and a bonus denominated in dollars is still measured in dollars even if the coin you deposited has changed price since.

When a casino only converts to dollars

Some sites accept dollar deposits without holding dollars. Your money is converted into the account currency on arrival and converted back on withdrawal, at a rate the casino sets. The cost is a spread on each leg and it never appears as a fee.

Because the dollar is so often used as an intermediate currency, this can happen twice over: your bank converts to dollars, then the casino converts dollars into something else. You end up paying three spreads on a round trip and seeing none of them itemised.

Three checks catch it. Look for a currency selector at registration rather than only in the cashier. Read the terms for a currency conversion clause. And make a small deposit and withdrawal before a large one, which tells you more than any terms page will.

• Check whether your own currency is offered before defaulting to dollars. It usually is, and it usually costs less.
