Hindi has more speakers than almost any language you will meet in a casino lobby, and nearly all of them live in one country. India banned online money games nationwide in August 2025, and the law has applied since 1 May 2026. That leaves Hindi in an odd spot: a giant audience, and no legal online casino for the people at its centre.
This guide is not a way around that ban. It explains what the Act does, why offshore sites still run Hindi lobbies with rupee balances, and what Hindi speakers in the UK, Canada, the Gulf or Fiji should check first.
Below is every casino in our database with a Hindi version, and the list looks the same whichever country you open it from. A place on it says nothing about whether a casino may legally take you on. If you live in India, none of them can. Anywhere else, check the licence rules in your own country before you sign up.
Reviewed byFred AndersonIs it legal to play at a Hindi language online casino?
Not from India. The Promotion and Regulation of Online Gaming Act 2025, in force since 1 May 2026, bans online money games nationwide, including casinos licensed abroad, and makes it a crime to offer, advertise or process payments for them. Hindi speakers living elsewhere follow the law of their country of residence, so in the UK, for example, a casino with a UK licence is the legal choice.

India’s 2011 census counted about 528 million people with Hindi as their first language, roughly 44 percent of the country. Count second and third language users as well and it passes 690 million, which alone explains why a Hindi switch keeps turning up in casino lobbies.
Outside India it travels in smaller pockets. Fiji’s 2013 constitution must be translated into Hindi as well as iTaukei, and Fiji Hindi is spoken in most Indo-Fijian homes. Add Hindi speakers in Nepal and Mauritius, a large Indian workforce in the Gulf, and settled communities in the UK, the US and Canada.
So when a casino adds Hindi, it is almost always building for India, exactly where doing that is now a crime.
The Promotion and Regulation of Online Gaming Act cleared the Lok Sabha on 20 August 2025, the Rajya Sabha a day later, and got presidential assent on 22 August. It bans online money games nationwide: any game where you stake money hoping to win money back, whether sold as skill, chance or both. The Act and its rules have applied since 1 May 2026.
Offering an online money game risks three years behind bars plus a penalty as high as INR 1 crore, about EUR 93,000. Advertising one risks two years and INR 50 lakh, about EUR 47,000. Banks and payment providers that move the money face the operators’ ceiling, and offering and payment processing are both non-bailable offences. The government may also block these services, offshore ones included.
The offences target whoever runs, promotes or pays out money games, not the person playing. That is not permission. The games are banned, processing payments for them is illegal, and states such as Tamil Nadu and Telangana have their own bans on top. Our India country guide has the wider picture, and the bottom line is blunt: a resident of India has nowhere legal to play casino games online.
The ban arrived in stages, and each one closed another door.
| Date | Step | What it changed |
|---|---|---|
| 22 August 2025 | Presidential assent | Dream11, MPL and other Indian apps suspended cash games at once |
| 22 September 2025 | GST on casinos, betting and online money gaming raised from 28 to 40 percent | A heavier tax on the land-based casinos that remain legal |
| By 28 March 2026 | MeitY reports 8,376 betting and gambling URLs blocked or actioned | More than 4,800 of those came after the Act |
| 1 May 2026 | Act and Online Gaming Rules in force | The Online Gaming Authority of India starts work under MeitY |
| 5 August 2026 | Supreme Court agrees to hear the challenges | No ruling yet, and the Act applies while the case runs |
Apart from the tax row, every step hits a different link in the chain, from the app to the bank.
If India’s own apps shut their cash games within days, why does Hindi still sit in the language menu of around thirty casinos in our database? Demand did not vanish with the domestic industry, and an operator licensed in Curaçao has no Indian licence to lose. A Hindi lobby with rupee balances and Indian payment options is built for players in India, not tourists.
Thousands of blocked URLs is not the footprint of a niche. Next door, Nepali media reported gambling apps advertising openly on social media in the months after India’s ban, although gambling without a permit is illegal in Nepal too.
So read a Hindi version for what it means in 2026: a site aiming at a market where offering it is a crime. We will not explain blocks, mirror domains or payment routes around Indian law.
Gambling is largely a state matter in India, and a few places license physical casinos.
The Goa, Daman and Diu Public Gambling Act of 1976 allows casinos only in five-star hotels or on offshore vessels, with government permission. Best known are the floating casinos on the Mandovi at Panaji, run by groups such as Delta Corp and Pride. Daman has a land-based casino too.
Sikkim has two casinos of its own, Casino Sikkim and Casino Mahjong, and back in 2010 it planned to hand out online gambling licences. The 2025 Act ends that idea: the online ban covers every state, so a casino licence from Gangtok or Panaji stops at the casino door.
For Hindi speakers abroad, nationality is beside the point. Your country of residence sets the rules.
British residents can play legally with operators carrying a licence from the UK Gambling Commission. Ontario has run a regulated market since April 2022, and our Canada guide covers how other provinces differ. In the US, online casinos are legal in just a few states, New Jersey, Pennsylvania and Michigan among them.
The Gulf works differently. In the UAE, where many Indian workers live, gambling is a criminal offence unless it runs under a licence from the federal regulator, the GCGRA, and offshore casinos hold no such licence. Nepal lets only foreigners into its licensed casinos. In Fiji and Mauritius, look up the local rules before assuming anything.
One more tell: a Hindi site offering only rupee balances and Indian payment methods was built for India, not for someone in Leicester or Brampton. Pay in your home currency under your own country’s licence.
Hindi is hard to fake, and a few minutes in the lobby usually give the game away.
None of this decides legality. It reveals the effort spent on Hindi readers, and support usually mirrors it.
If you live in India, the answer is no. Since 1 May 2026 every online casino is off limits, whatever its licence or language, and the operators, advertisers and banks around it risk prison. The legal routes left are offline ones, such as the casinos in Goa, Sikkim and Daman.
Abroad, check your country’s licence first, use your local currency, and enjoy a Hindi version only once the casino has passed the checks above. And if gambling stops being fun, use the limits and self-exclusion tools your local regulator requires.
No. The Promotion and Regulation of Online Gaming Act 2025 has banned online money games across India since 1 May 2026, and that covers casinos licensed abroad too. A Hindi version or rupee balances change nothing. They only show that the site is aiming at a market where offering it is illegal.
The Act’s prison terms and fines target operators, advertisers and the banks or payment firms that handle money for these games. It does not set a penalty for players, but that is not permission. The games are banned, payments to them are blocked, and several states have their own gambling bans as well.
Operators risk three years in prison and a penalty as high as INR 1 crore, about EUR 93,000. Advertising an online money game carries up to two years and INR 50 lakh, about EUR 47,000. Facilitating payments has the same ceiling as offering the games, and both offences are non-bailable.
Yes, physical ones in a few places. Goa allows casinos in five-star hotels and on offshore vessels, Sikkim has two licensed casinos, and Daman has a land-based casino. Casino play in India has carried 40 percent GST since 22 September 2025. None of this extends to online casinos.
Because India remains a huge target for offshore operators, which have no Indian licence to lose. The government’s own figures show the scale: 8,376 betting and gambling URLs blocked or actioned by the end of March 2026. A Hindi lobby on such a site is aimed at India, not at the diaspora.
Where you live decides, not your language. In the UK, stick to casinos licensed by the Gambling Commission, and in Ontario to sites authorised for the provincial regulated market. A Hindi version is fine as long as the licence matches your country. In the UAE, by contrast, unlicensed gambling is a crime.
Plenty of Hindi speakers read casino sites in English too, so the full set of our language guides follows here.
