Latvian is one of the rarer languages in casino lobbies, and operators have their reasons. Few international sites bother with it, and the ones that do are usually aimed straight at Latvia, where online casinos need a local licence and unlicensed domains get blocked.
That makes a Latvian version a better signal than most translations. It tends to come with a licensed operator, a personal identity number check and a national self exclusion register behind it. The catch is that about a third of Latvia speaks Russian at home, so many sites built for the Baltics offer Russian and quietly leave Latvian out.
The list below shows every casino in our database with a Latvian language version, whichever country you open this page from. A place on it does not mean the casino may take players where you live, so check the licence rules at home before you register.

Yes, but not many. Fewer than twenty casinos in our database have a Latvian version, and the most complete ones are usually licensed in Latvia, where only locally licensed operators may serve residents. If you live in Latvia, check the licence before the language. If you live in Britain, Ireland, Germany or Norway, the rules of that country decide where you can play.

Fewer people read casino terms in Latvian than live in Latvia. A 2021 to 2022 survey by the national statistics bureau found that 64.3 percent of people aged 18 to 69 have Latvian as their mother tongue. At home, 62.0 percent mostly speak Latvian and 34.6 percent speak Russian.
So a Latvian speaker in Riga may well share a street, an office or a family with people who would rather see the lobby in Russian. For an operator, that splits a small market in two.
Then there is the diaspora. Latvia’s migration office has counted the largest groups of Latvian nationals abroad in Great Britain, Ireland and Germany, with the United States next and several thousand more in Norway and Sweden. They read Latvian easily but live under foreign rules.
Latvia is not a monopoly market. Private operators can run online casinos, but only with a Latvian licence, and the Law on Gambling and Lotteries says residents may not take part in interactive gambling without one.
For years that supervisor was the Lotteries and Gambling Supervision Inspection, known by its Latvian initials IAUI. Amendments adopted at the end of 2025 folded it into the State Revenue Service, VID, and since 1 April 2026 VID handles licensing, supervision and the self exclusion register. The interactive gambling tax also rose from 12 to 15 percent of gross gaming revenue on 1 January 2026.
Since 1 January 2020 unlicensed gambling sites have been blocked for Latvian users, and banks must decline internet and card payments to them. Our page on online casinos in Latvia goes deeper into the market at home.
The flag menu on a casino aimed at the Baltics often shows Russian and English, sometimes Estonian, and no Latvian. One Russian translation reaches Riga, Tallinn and a long list of other markets at once, while Latvian reaches Latvia and its diaspora and nothing else.
For a Latvian reader that has a practical cost. Plenty of Latvians read Russian, but not everyone does, and bonus terms are exactly where a half understood sentence turns into a lost withdrawal.
It also matters legally, or rather it does not. A Russian version tells you nothing about the licence. A Latvian licensed operator may run Russian next to Latvian, and an unlicensed site aimed at Russian speakers in Latvia is blocked just like one in Latvian. Our Russian language casinos guide covers that side of the market.
Move abroad and the Latvian licence stops mattering. What counts is where you live now, and the four biggest destinations differ a lot.
| Where you live | Who licenses online casinos | What it means for you |
|---|---|---|
| Great Britain | Gambling Commission | Only Commission licensed casinos may accept you, whatever language they offer |
| Ireland | Gambling Regulatory Authority of Ireland, in force since 5 March 2025 | Licensing is still being phased in, so check what the regulator has opened |
| Germany | GGL, under the 2021 State Treaty | Licensed slot sites share a EUR 1,000 monthly deposit limit across operators |
| Norway | Norsk Tipping runs the only legal online casino | Banks refuse payments to unlicensed operators and their domains can be blocked |
A Latvian version on top of one of those licences is rare, so most expats play in English. Fair trade: a licence that protects you in your second language beats a flawless Latvian translation on a site that is not allowed to serve you.
Latvia’s self exclusion tool has a mouthful of a name: the pašatteikušos personu reģistrs, the register of people who have excluded themselves. Once you are on it, licensed operators must keep you off their sites, and they check the register before letting a player in.
The minimum period is twelve months, and getting off again is slow on purpose. According to an official consultation answer published in May 2026, the request to lift the restriction has to be made in writing and handed in personally.
Advertising is the other limit worth knowing. Latvian law has long banned advertising gambling and interactive gambling sites outside gambling venues. The amendments that took effect in April 2026 opened a narrow exception for the registered trademarks of licensed betting and totalisator operators at adult sports events. Casino brands got no such door, so a Latvian language casino pushing bonuses at you through banners deserves a hard look at its licence.
Latvia has paid in euro since 2014, which makes currency the one thing a Latvian casino rarely gets wrong. Balances, limits and bonus caps should all be in EUR and our euro casinos page covers the cashier side.
A licensed Latvian site has to register you before you play, with your name, surname, personas kods, date of birth and the bank account you use for betting. More paperwork than offshore, but the account is tied to you and your bank from day one.
Latvia’s Ministry of Finance lists lottery and gambling prizes as exempt from personal income tax as long as their total in a tax year does not exceed EUR 3,000. Beyond that, ask VID rather than guess.
Latvian is hard to fake. The alphabet has 33 letters, and a translation nobody fluent has checked usually gives itself away within a page or two.
One alone is a small flaw. All four say the Latvian version was built for search traffic, not readers.
If you live in Latvia, the order of checks is short: licence first, language second. A site licensed in Latvia will normally give you Latvian, a personas kods check, the register and euro accounts. An unlicensed site in perfect Latvian is still one your bank is supposed to stop.
Living abroad, follow the rules of your new home and treat Latvian as a bonus when you stumble on it.
And if Russian or English is simply easier for you, use it at a licensed site without guilt. Just read the withdrawal rules in the language you trust most before the first deposit.
Only if the operator holds a Latvian licence. The law says residents may not take part in interactive gambling without one, unlicensed domains are blocked and banks must decline card and internet payments to them. A Latvian translation on its own proves nothing about the licence.
Since 1 April 2026 the State Revenue Service, VID, handles licensing, supervision and the self exclusion register. It took over the work of the Lotteries and Gambling Supervision Inspection, IAUI, which was merged into it under amendments adopted at the end of 2025.
At least twelve months. After that you can ask to be removed, but the request has to be made in writing and handed in personally, according to an official answer published in May 2026. Licensed operators must check the register and keep listed players out.
About a third of people in Latvia speak Russian at home, and one Russian translation also reaches Estonia and other markets. Latvian only reaches Latvia and its diaspora, so cost conscious operators skip it. The language says nothing about whether the site is licensed.
Latvia’s Ministry of Finance lists lottery and gambling prizes as exempt from personal income tax as long as the total for the tax year does not exceed EUR 3,000. Above that amount, check the rules with VID or a tax adviser before you assume anything.
The rules of the country where you live. In Great Britain that means a casino licensed by the Gambling Commission. In Ireland the Gambling Regulatory Authority has been in place since March 2025 while licensing is phased in. A Latvian passport does not bring Latvian licensing with it.
