Romanian Language Online Casinos

Romanian holds an odd spot in casino lobbies. Two countries use it officially and a big diaspora carries it across the EU, yet only a small group of casinos have bothered to translate into it.

Most of the reason sits in Romania itself. It runs a licensed market under ONJN, and a Romanian version is about as clear a sign as you get that a site is aiming at Romanian players. Moldova goes the other way and keeps online gambling for the state. This page is for players in both countries, and for Romanians in Italy, Spain, Germany or the UK who prefer bonus rules they can read without a dictionary.

Below sits every Romanian speaking casino we track, around twenty, and the list looks identical from Bucharest, Chișinău or Madrid. Being listed is no promise that an operator may accept you, so look at its restricted countries and at what your home country allows first.

Is it legal to play at a Romanian language online casino?

In Romania, yes, provided the site holds an ONJN licence. Licensed operators withhold tax on winnings at source and are tied to the national self exclusion register. In Moldova the state lottery company is the only authorised online operator, so offshore Romanian sites are not a legal option there. Romanians abroad should use casinos licensed in the country where they actually live.

Two Countries and a Diaspora Read Romanian

Romanian is the official language of Romania, a country of about 19 million people, and of Moldova, where parliament voted in March 2023 to replace the term Moldovan language with Romanian in every legal text. One language, two completely different gambling systems.

Then comes the diaspora. ISTAT counted about 1.07 million Romanian citizens in Italy in 2024, the largest foreign community in the country. Spain’s statistics office puts the Romanian community at roughly 600,000. Germany and the UK host large communities as well.

So a Romanian speaker can sit under four or five different regulators. The words on screen match in Turin and Timișoara; the law underneath does not, and that gap runs through everything below.

ONJN Has Licensed Online Casinos Since 2015

Romania opened its online market through Government Emergency Ordinance 92/2014, which took effect on 13 February 2015. Since then a casino that wants Romanian players needs a licence from ONJN, the Oficiul Național pentru Jocuri de Noroc, and paperwork from Malta or Curaçao is no substitute. Our page on casinos with a Romanian licence lists the ones we review.

Class 1 for the casino, Class 2 for everyone behind it

The system splits licences in two. Class 1 goes to the operator that deals with players. Class 2 covers the businesses in the background: game studios, platform providers, test labs, affiliates and payment processors. Both last ten years. The second class matters because a licensed Romanian casino may only pay players through processors that hold their own ONJN licence.

A blacklist that keeps getting longer

ONJN published its first list of unlicensed gambling sites in July 2015 and has kept adding to it. Internet providers receive the list and must point those domains to an ONJN address, so a blocked casino shows a warning page instead of a lobby. At one committee meeting in July 2026 the regulator added about 800 sites in a single go.

Bucharest, Chișinău, Turin: One Language, Several Rulebooks

Where you live decides which Romanian language casino you can legally use. The short version for the places most Romanian speakers call home:

Where you live Who may offer online casino What it means for you
Romania ONJN Class 1 licence holders Tax withheld from wins; blacklisted sites blocked
Moldova Only the state company Loteria Națională a Moldovei Offshore sites are unauthorised and listed for blocking
Italy ADM concessionaires Italian rules, whatever language the site uses
Spain Operators licensed by the DGOJ Spanish rules, whatever language the site uses

Our Italian language casinos and Spanish language casinos guides cover those licences. Germany and the UK work on the same principle: the local regulator decides, never your passport.

Moldova Keeps Online Gambling for the State

On gambling, Moldova and Romania barely overlap. Under Law 291/2016 most gambling is a state monopoly, and online play is reserved for Loteria Națională a Moldovei, the state lottery company. Private firms can still be licensed for land-based casinos. There is no licence for a private online casino.

The Public Services Agency, ASP, publishes a list of gambling websites that are not authorised in Moldova. In October 2026 it ran to more than 8,000 domains. In 2024 the government also drafted rules that would make payment providers refuse transfers to those platforms.

For Moldovan residents the plain answer is no: an offshore casino with a Romanian version is not an authorised option, however polished the translation, and we advise against using one from Moldova. Even the money differs, since Moldova has its own leu, MDL.

Diacritics, Rulaj and Retragere: Testing a Romanian Translation

Romanian gambling vocabulary is fixed, so sloppy work shows quickly if you look in the right places.

  • Comma or cedilla. Correct Romanian writes ș and ț with a comma below. Old fonts and lazy tools swap in ş and ţ with a cedilla, or drop the marks entirely, so cerințe turns into cerinte. A page full of missing diacritics was rarely read by a native speaker.
  • Wagering is rulaj. Bonus terms should talk about cerințe de rulaj. When the English word wagering sits in the middle of a Romanian sentence, the terms were never properly localised.
  • The cashier keeps its own words. Depunere for a deposit, retragere for a withdrawal, verificarea identității for the KYC step. A cashier that flips back to English at the withdrawal screen is the most common weak spot.
  • Free spins are rotiri gratuite. Check the same term appears in the actual bonus rules, not just the banner.

None of this makes a casino unsafe by itself. It tells you how much the operator invested in Romanian, which is worth knowing before you trust the bonus rules in that language.

Paying in Lei, Thinking in Euro

Romania has kept its own currency, the leu, shown as RON at the cashier and called lei in everyday speech. A Romanian version with lei at the cashier tells you the operator has thought about Romania specifically. A Romanian lobby that only takes euro is aimed at someone else.

Licensed processors only

On ONJN sites the payment methods are part of the licence. Card processors, e-wallets and transfer providers handling Romanian gambling payments need a Class 2 licence, and running payments without one can bring fines of RON 50,000 to 100,000 (about EUR 10,000 to 20,000).

Romanians in Italy or Spain usually bank in euro, so a lei cashier does nothing for them.

What a Romanian Resident Keeps, and What Protects Them

Wins at licensed Romanian casinos are taxed at source. Since 1 August 2025, under Law 141/2025, the operator withholds 4% of any payout up to RON 10,000 (about EUR 2,000). Above that it takes RON 400 (about EUR 80) plus 20% of the excess up to RON 66,750 (about EUR 13,350), and 40% on the part over that line. It is a final tax, so nothing is left to declare, but the payout will be smaller than the balance you saw.

Since 2023 a single self exclusion request goes into a national register that covers every licensed operator, online and land-based. You can ask to come off the register only after six months. Offshore sites are outside it.

Advertising got stricter as well. Since 6 October 2025 the audiovisual council CNA has banned celebrities from gambling ads and requires a fixed addiction warning on TV, radio and online. Bills for tighter limits and a minimum age of 21 have been in parliament since late 2025, so check the current age rule before you sign up.

Picking a Romanian Casino by Address, Not by Flag

In Romania it is simple, if a little narrow. Stick to ONJN licensed sites, accept the tax on bigger wins, and treat a Romanian lobby without an ONJN licence as a site that could sit behind a block page next month. Our guide to online casinos in Romania goes further into the local scene.

Abroad, the language is a bonus

Romanians in Italy, Spain, Germany or the UK should start from the local licence and only then look for Romanian. Often that means reading the terms in Italian or Spanish, which is a fair price for being covered by local rules. Moldovan residents are the exception to all of this, because there the only authorised online operator is the state lottery company.

Romanian Language Casinos FAQ

Which regulator licenses online casinos in Romania?

ONJN, the National Gambling Office. Online licences have existed since 13 February 2015 under Government Emergency Ordinance 92/2014. A casino serving Romanian players needs an ONJN Class 1 licence, and its payment processors need a Class 2 licence. Sites without one can be put on the ONJN blacklist and blocked by internet providers.

Do I pay tax on casino winnings in Romania?

Yes, but the casino handles it. Since 1 August 2025 licensed operators withhold 4% of payouts up to RON 10,000 (about EUR 2,000), RON 400 plus 20% of the excess up to RON 66,750, and 40% above that. It is a final tax, so you have nothing extra to declare.

Can I play at online casinos from Moldova?

Only through the state. Under Law 291/2016 the state lottery company Loteria Națională a Moldovei is the only authorised online gambling operator, and private online casinos cannot get a licence. The Public Services Agency lists thousands of unauthorised gambling domains, so we do not recommend using offshore Romanian language casinos from Moldova.

I am Romanian and live in Italy. Which casinos can I use?

The ones licensed in Italy, meaning ADM concessionaires. Your citizenship does not matter; your residence does. An ONJN licence covers players in Romania, not Romanians living abroad. If an ADM site offers Romanian, great, but choose the licence first and the language second, even if that means reading the terms in Italian.

How do I self exclude from gambling in Romania?

Ask ONJN to add you to the national self exclusion register, either in person at one of its offices with ID or with a certified declaration sent by email. One request covers all licensed operators, online and land-based. You can only ask to be removed after at least six months have passed.

How can I tell if a casino's Romanian version is genuine?

Read the bonus terms and the cashier. A real localisation uses cerințe de rulaj for wagering, depunere and retragere for deposits and withdrawals, and writes ș and ț with a comma below. English words left in the rules, missing diacritics or an English withdrawal page point to a quick machine job.
